MANAGEMENT SUPPORT (TMS) CONTRACT(S) SOL TQC-TB-96-0003 DUE 010297. POC

Government currently satisfies its intercity telecommunications
requirements through the Federal Telecommunications Systems 2000
(FTS2000) contracts. The existing FTS2000 contracts will expire in
1998. To provide technical and management support services for Federal
Telecommunications Service (FTS) customers, the Government intends to
release the Request for Proposals (RFP) for the Technical and
Management Support (TMS) contract(s) on or about November 1, 1996.
Proposals will not be accepted later than 2:00 p.m. EST on January 2,
1997. The TMS solicitation will contain the following provision: ``The
first award(s) will be made to the offeror(s), large or small,
determined to provide the best value to the Government all factors
considered. Next, if the Government receives two or more responsive
offers from small business firms and/or two or more responsive offers
from 8(a) firms, separate evaluations will be conducted for the small
business firms and separate evaluations will be conducted for the 8(a)
firms, and the small business and/or 8(a) proposals determined to
provide the best value to the Government may receive one award each.
Please note, however that the Government reserves the right not to make
any award that is not in the best interest of the Government.'' The RFP
will be available electronically on the Internet on or about November
1, 1996. This on-line RFP document will be available in Microsoft Word
6.0 version that will contain the document with all imbedded graphics
and formatting. You may retrieve the RFP via the Internet's World Wide
Web, at the following site: http://post.fts2k.gsa.gov. In addition to
on-line retrieval, the RFP will be available on 3.5 inch PC formatted
diskettes in Microsoft Word 6.0 format and will be automatically sent
to interested parties who have previously requested to be placed on the
Bidders Mailing List. Interested parties who have previously requested
to be placed on the Bidders Mailing List need not reapply. Other
requests should include: RFP number, name of requester and/or firm
name, address, telephone number, FAX number, Internet e-mail address,
DUNS number and business size for Standard Industrial Code 4813 (i.e.,
Large Business, Small Business, Small Disadvantaged Business,
Woman-Owned, 8(a), etc.) Requests should be forwarded to the attention
of Trudi Bailey, RFP TQC-TB-96-0003 at the General Services
Administration, c/o Mitretek Systems, Inc., 7525 Colshire Drive,
Mailstop Z397, McLean, VA 22102-7400. Only one RFP diskette will be
sent to any one address. Interested parties are advised that the
Standard Industrial Codes (SIC) for both the Telecommunications
Services (TS) Request for Proposal, RFP TQC-BN-96-0002 (the draft of
this solicitation was released in August, 1995 as KEF-BN-95-000A) and
the TMS Request for Proposal, TCQ-TB-96-0003 (the draft of this
solicitation was released in August, 1995 as KEF-TB-95-000B) will be
SIC 4813. In order to prevent unfair competitive advantaged, the
conflict of interest clause for the TMS provides that the prime
contractor for TMS shall not be the prime contractor on any other
