Reference CBD announcement dated 8 September 1995, Same Subject. Due to
the increased emphasis on Anti-terrorism the scope of the TASS contract
is projected to be increased to $300M-$400M. In addition, the
associated P3I efforts are projected at $5M-$7M. The referenced
announcement contains a description of the upcoming solicitation and
contains 15 screening criteria. To ensure an accurate representation of
the required capabilities, four of these critical criteria are further
described below: (a) manufacture and produce developed equipment from
a Government Furnished Technical Data Package (TDP) with special
emphasis in RF module production, i.e. Proven capability to manufacture
at least six-layer boards with surface mounted components containing RF
circuits and appropriate shielding. Provide existing processes and
machinery for accomplishing all the manufacturing functions. A brief
description of the manufacturing machinery and its capability (level of
pitch, chip size placement, inprocess electrical verification,
component placement speeds, etc.). (b) Ability to meet surge and
long-term increases in manufacturing requirements, i.e. Proven
manufacturing capabilty to manufacture up to 2,000 circuitboards per
month and assemble up to 1,000 Line Replaceable Units (LRUs) per month.
(c) act as total systems integrator of COTS and developed components,
i.e. Proven capability to integrate a mix of COTS and developed
software with hardware, and integrate hardware with hardware.
Capability to evaluate and select wide area thermal imagers to confirm
the performance will meet the specification. (d) design, develop and
implement P3I hardware/software upgrades, and update the TDP, i.e.
Proven engineering design capability in: RF circuitry, encryption,
microprocessor control circuitry, and wideband RF image transmission.
P3I upgrades require software design and coding in C and 8051 assembly
language. The initial design effort will be to implement fixes for 32
deficiencies that were generated during Qualification Operational Test
and Evaluation. Two upgrades per year are planned for the duration of
the contract. Note: The first P3I upgrade is part of the basic contract
requirement, to be completed 18 months from contract award, and
consists of the weight and size reduction of two TASS LRUs (Hand Held
Monitor and the Communication Module, 40% lighter & 25% smaller). The
Qualification/Capabilities Statement shall also contain examples of
similar design and manufacturing efforts. Interested qualified firms
should submit an update to their Qualifications/Capabilities Statement
that addresses the TASS Production Program clarified screening
criteria no later than 15 days after the release of this announcement.
The Qualification/Capabilities Statement shall include the name of
five programs/projects that are representative of the above TASS
Production program key capabilities that the firm has performed on.
Include the names and phone numbers of the customers for each of these
programs/projects. The Government may make site visits to confirm the
information provided in the Qualification/Capabilities Statements.
Potential offerors should consider these critical criteria as the most
likely minimum selection criteria for competitive range determination.
The Qualifications/Capabilities Statement shall not exceed 30 pages.
Responses must indicate whether the concern is a large, small,
disadvantaged, or women-owned concern and specify a contact person with
their telephone number. For this acquisition, a concern will be
considered small if its number of employees does not exceed 750 (SIC
Code 3663). Additionally, sources shall indicate if they are US or
foreign owned/controlled. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.
