This is a notice of intent to negotiate a contract on a sole source basis with Document Services Incorporated, 1301 Atando Avenue, Charlotte, NC 28206 the following service(s): Collection of approximately 20 locked containers from USASOC (Building E-2929), Fort Bragg, NC 28307 a minimum of once a week. Containers will be placed at one central location. Pick-up full containers and return empty containers to this location. Provide all personnel necessary to collect full containers and return empty containers. Assume responsibility for waste and collectors when it is collected. Transport the containers to and from USASOC and the destruction facility. Use all reasonable precautions to safeguard loss of waste while in transit. Provide all required transportation assets. Destroy all waste in accordance with commercial industry standards for sensitive waste. Contents of waste (information) will not be disclosed. Contractor will ensure that information is protected from disclosure from the time it is picked up from Building E-2929 until it is destroyed at the destruction facility. Contractor will ensure that the information remains locked inside the container until it is emptied into the destruction equipment. Provide a certificate of destruction for all waste removed, transported and destroyed from USASOC. Offerors who can furnish the required service, may submit, in writing, a proposal reflecting capability and pricing with 15 days of publication of this notice. All offers from responsible sources submitting the required information will be fully considered. As a result of this analysis the Contracting Officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. A request for solicitation will not be considered as responsive to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
