There will be one solicitation issued for this requirement, however, two awards will be made. One award will be made under full and open procedures and one award will be made to an 8(a) firm. The 8(a) portion of this award is restricted to the local area. The 8(a) firm will receive a cumulative minimum of 50% of the awards in any one year. The subject acquisition is for a broad range of maintenance, repair and minor construction work on real property at Hill AFB, Utah. The guaranteed contract minimum is $500,000 per contract and the proposed maximum is $20,000,000 per year. The performance period will be a twelve month basic year with 4 twelve month option years to be executed at the government's option. Estimated Range: More than $20,000,000 Performance Period: one year plus four one year options The approximate issue/response date will be 21 Nov 96. No telephone requests. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
