construct a one story type V one hour rated construction of a Child
Development Center, complete with all site works and utilities, ready
for use at the location indicated at Marine Corps Air Ground Combat
Center, Twentynine Palms, CA.--The contract is to be awarded to the
responsible offeror who submits the proposal considered most
advantageous to the Government considering ''Price'' and ''Technical''
evaluation factors. The following evaluation criteria has been
established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the ''Technical'' factor, the
following: (1) Design, Past Performance, Construction Materials, Energy
Efficiency and Considerations for Recycled and Recyclable Materials
Environmentally Sensitive with the following Subfactors listed in order
of importance: Subfactor ''A'' Building Design, Subfactor ''B'' Site
Design and Engineering, Subfactor ''C'' Past Performance, Subfactor
''D'' Building Engineering, Material Quality and Maintenance and
Subfactor ''E'' Energy Performance, Life Cycle Cost and Recyclable
Material considerations. (2) Scheduling for the Project with Subfactor
''A'' Project Summary Schedule in a Network Diagram and Subfactor
''B'' Project Critical Activities/Events in a Critical Path. (3)
Subcontracting Effort with Subfactors ''A'' Past Performance, Subfactor
''B'' Subcontracting Percentage Values and Subfactor ''C'' Services
and/or Products to be Subcontracted to Various Businesses.--A
pre-proposal conference will be held on 16 Oct 96 at 1:00 p.m. at
MCAGCC, Twentynine Palms.--Participants must reserve seating a minimum
of two (2) days in advance of the conference date by contacting Julie
Torres at (619) 532-1978.--This is not a public bid opening.--The
estimated cost is between $1,000,000 to $5,000,000.--Firm Fixed Price
Construction Contract.--Bids will be considered from all responsible
sources.--This project is unrestricted.--The Standard Industrial Code
is 1542 and the annual size standard is $17 million.--It is recommended
the subcontracting plan goals reflect a minimum goal of 5% for Small
Disadvantaged Business Subcontracting efforts.--Potential bidders
should request in writing stating RFP number N68711-96-R-2032, with
complete name, address, area code and phone number and whether bidding
as a prime/subcontractor/supplier. There is a charge for plans and
specs of $10.00 per set.---Checks are to be made out to DEFENSE
PRINTING SERVICE.---FEES ARE NOT REFUNDABLE--Mail requests to Southwest

project.-Solicitation packages are limited to two (2) per prime and one
(1) per subcontractor/supplier.--Drawings produced using CAD software
and RFP text using word processing software are available via the SWDIV
Bulletin Board System (BBS) through the use of a modem. Individual
drawing files are compressed into a single self-extracting DOS based
.EXE file. Upon downloading, the file should be executed from a local
hard disk, causing the individual .DWG files to uncompress
automatically without the need for special software. Note that drawings
not producing using CAD software are not included and some
substitutions for fonts and menus may be necessary to access the files.
