Federal Bureau of Prisons (FBOP) will undertake a Prison Privatization
Demonstration Project at the low security Federal Prison and minimum
security Federal Prison Camp in Taft, California. The FBOP is seeking
concerns for award of a fixed-price with award-fee contract for the
operation and management of the facilities. The estimated inmate
population for the Prison and Prison Camp are 1,536 and 512
respectively with both facilities anticipated to house male inmates.
Services required include the management and operation of a Government
owned/Contractor operated physical plant and the total operation,
security and management of the inmate population and both facilities.
The contractor shall provide all necessary equipment and supplies for
contract performance. All services shall be in accordance with the
FBOP's Statement of Work. Interested parties are advised the FBOP has
established a definitive responsiblity criterion requiring all offerors
to have verifiable experience operating a secure corrections/detention
institution in the United States continuously during the last three
years. Interested parties are further advised past performance and
experience will be significant factors in the evaluation of offers and
that award selection shall be made on a best value basis. The contract
is for a base period of three years with 7 one-year options for a
potential term of ten years. Estimated RFP issue date is November 1,
1996. Prospective offerors are advised the FBOP anticipates conducting
a pre-proposal conference with site visit approximately ten days after
issuance of the RFP. Attendance at the pre-proposal conference/site
visit will be restricted to attendees who have registered in advance in
accordance with the RFP instructions. All responsible sources meeeting
the definitive responsibility criterion outlined above may request a
copy of the RFP. Prospective offerors are advised the FBOP may charge
