Specialist, HCP-40E, (202) 366-5745. This BAA identifies the Federal
Highway Administration's (FHWA) intent to establish multiple
indefinite-quantity/indefinite delivery contracts for future
development of training courses and conduct related research in the
broad area of Pavement Technology. Any resulting contract would entitle
successful respondents to compete for award of subsequent task orders
to be performed over the next 5 years. NO RFP WILL BE ISSUED. Potential
offerors should monitor the CDB for potential changes. ANTICIPATED TASK
ORDER TOPICS FOR FY 97. It is anticipated that successful respondents
would compete for award of the following training course development
task orders during FY 97: 1) Hot-Mix Asphalt Construction, 2) Hot-Mix
Asphalt Plant Production, 3) Hot-Mix Asphalt Materials and Mix Design,
4) Hot-Mix Asphalt Maintenance and Rehabilitation, 5) Techniques for
Pavement Rehabilitation, 6) Pavement Recycling for Local Agencies, 7)
Pavement Recycling for State Agencies, 8) Introduction to Superpave,
and 9) Cost Effective Techniques for System Preservation. Additional
task order are anticipated during subsequent years, as needs are
developed. ANTICIPATED TASK ORDER WORK REQUIREMENTS FOR FY 97. The
following is an example of the type of work anticipated for a typical
task order that may be issued for competition among the successful
respondents: A) Review existing FHWA training materials, B)
Update/refine the materials, C) develop presentation methods to cover
the materials in a 1-day format (non-engineering management), 2-day
format (engineering management), and a 3-day format (site engineers),
D) present 3 pilot courses (one of each format), E) re-update/refine
the course materials based on the pilot courses, F) develop a training
course marketing plan to target other than State/local Governments,
and G) make up to 10 presentations of each format (some may be outside
the US, some may be through the FHWA Distance Leaning Communications
Link - (television)). Written proposals may be incorporated into the
Statement of Work for any resulting contract. PROPOSAL REQUIREMENTS. In
a document not to exceed 20 pages, respondents shall identify, for each
study area they are interested in: 1) the technical approach, including
any suggested technologies, 2) staffing and facilities, 3) five (5)
relevant past performance references (company name, contact name and
phone number, and a brief description of the work performed), and 4)
the loaded hourly pay rate for each proposed staff member, for each of
the 5 years in the period of performance. EVALUATION OF PROPOSALS. A
panel will evaluate each proposal, based on the following equal
factors: 1) experience in developing and conducting similar training
courses, 2) past performance and 3) the qualifications of the proposed
staff. After evaluation, a competitive range may be established for
further negotiations. The FHWA may invite selected respondents to
participate in subsequent negotiations and submission of
best-and-final-offers. Negotiations may include oral presentations.
During any negotiations, selected respondents will be asked to
elaborate on their proposals. SUBMISSION OF PROPOSALS. Proposals must
be received by 4:00 pm on October 31, 1996, at: Federal Highway
Administration, 400 Seventh Street, SW, Room 4410 Washington, DC,
20590, ATTN: Jean Maxwell. Submit an original a 6 copies of the
proposal with an accompanying diskette copy in WordPerfect 5.1 (or
higher) or in ASCII format. NOTHING IN THIS ANNOUNCEMENT SHOULD BE
CONSTRUED AS A COMMITMENT BY FHWA TO AWARD ANY RESULTING CONTRACTS.
