RFORMANCE OF COMMERCIAL ACTIVITIES COST COMPARISON POC Amy Sirois,

617-377-4592. Sources are sought for Hanscom's Transportation Division
for the Electronic Systems Center, 66th Air Base Wing and various
units assigned to Hanscom Air Force Base, MA in accordance with the
following information: On May 10, 1996 it was announced under the
direction of HQ/AFMC that the 66th Air Base Wing, Transportation
Division was to be the subject of an A-76 Cost Comparison/Direct
Conversion Study. The Federal policy for the performance of recurring
commercial activities was established in the 1983 Office of Management
and Budget (OMB) Circular No. A-76, ''Performance of Commercial
Activities''. The intent of the program is to determine the most
efficient and effective method of providing service. The study will
determine whether commercial activities should be performed under
contract with commercial sources or, in-house, using Government
facilities and personnel. Based on this program, sources are sought for
commercial performance of 66th Air Base Wing's functions consisting of
Transient Alert, Air Passenger/Cargo Terminal, Deployment Support,
Contingency Support, Traffic Management (Freight/Packing/Passenger),
Vehicle Operations and Vehicle Maintenance. The following information
is based upon data reported over the past two years, the numbers can
very easily change depending on varying mission requirements. The
successful contractor shall provide the following services to sustain
the Transportation Division at Hanscom AFB. (1) Transient Alert
Services to approximately 80-100 transient military aircraft per month.
Services include coordinating contract fuel, parking, Aerospace Ground
Equipment (AGE) support and other activities required by visiting
aircrews. (2) Air Passenger/Cargo Terminal processes 300-400 passengers
(Duty/Space-Available) monthly and approximately 100-150 tons of cargo
annually. The Air Passenger/Cargo Terminal serves as a focal point for
Transportation's mobility deployment support and contingency planning
activities. (3) Traffic Management processes 1,600-2,000 tons of cargo
annually, packing approximately 1,100 line items per month. Traffic
Management is also called upon to provide technical assistance to
Electronic Systems Center program offices covering a variety of
transportation/shipping issues. Air Passenger Travel interfaces with a
commercial travel services (CTS) contractor and arranges for
international transportation, coordinated through Air Mobility Command
(AMC). Hanscom accounts for 1,500-1,800 official travelers per month.
(4) Vehicle Operations provides a variety of ground transportation
services in support of mission requirements, including a shuttle bus
between Hanscom AFB and Logan Airport, cargo support, rental car
coordination, base taxi support, fleet management (current fleet size
is 238 vehicles), training/licensing, flightline support and
Distinguished Visitor/Protocol support. (5) Vehicle Maintenance
performance maintenance functions for our vehicle fleet, including
minor/scheduled maintenance, general/special purpose maintenance, fleet
analysis, allied trades (body shop) and parts procurement through base
supply and commercial sources. Special services provided include
mobile maintenance support, fire truck maintenance and snow removal
equipment support as needed. Often the functions work synchronously to
provide support for large scale events (air shows and open houses) and
contingency support (planning as well as fulfilling requirements).
These functions are integrated to provide complete transportation
support to Hanscom's customers while focusing on environmentally sound
and quality filled practices. The duration of this contract, with all
options, is anticipated to be five years. This synopsis is for
informational and planning purposes and does not constitute a request
for proposal and is not considered to be a commitment by the
government. The government does not intend to award a contract on the
basis of this notification or otherwise pay for any information or
inquiry. Respondents capable of satisfying the requirements stated
herein should respond in writing with within 30 days of this
publication to Amy Sirois, ESC/PKOB, 104 Barksdale St., Hanscom AFB, MA
01731-1806, with a narrative identifying the scope of past and current
services that they have contracted for within the past three years and
explain how those services are commensurate with the services described
in this synopsis. This acquisition is under consideration as a small
business set-aside. The Standard Industrial Code (SIC) for this
acquisition is 8744 - Facilities Management Services- Size: $20M .
Respondents should indicate whether they are a small business or
disadvantaged business concern. A draft solicitation will be placed on
Hanscom Electronic Bulletin Board (HERBB). Sections of the
solicitation will be placed on HERBB as they become available. Sections
of the initial DRAFT Performance Work Statement (PWS) are currently on
HERBB. Anticipated solicitation release date is November 1996. HERBB
