Industrial Supply Center Norfolk, Detachment Philadelphia intends to
acquire, through a competitive set-aside procurement among participants
of the Section 8(a) Program of the Small Business Administration,
shipboard auxillary equipment inspection, repair, overhaul,
installation, and maintenance services, both mechanical and electrical,
including equipment condition assessment with fault/defect
identification and the development of test and quality assurance
techniques and maintenance schedules. Examples of shipboard auxillary
equipment are pumps, including centrifugal and other types, galley
equipment, refrigeration systems, including galley refrigerators and
systems which utilize R-134a refrigerant, air conditioning systems,
including systems which utilize R-134a refrigerant, laundry equipment,
shipboard electrical equipment such as control panels, junction boxes,
cabling and various electrical distribution systems, and other
mechanical/electrical support systems such as damage control,
firefighting, and hydraulic systems (not propulsion or weapons
systems). The review of maintenance requirements and procedures, along
with recommendations, and some on-the-job and classroom training of
the ship's force in organizational and intermediate level equipment
inspection, repair, overhaul, installation, and maintenance procedures
are also part of this requirement. Services shall be performed
on-board designated Navy vessels in port at Naval activities located in
the Norfolk, VA and Mayport, FL geographical areas and at the
contractor's liason facility. The contractor will provide all necessary
equipment, tools, parts, and material required to effect the
inspection, repair, overhaul, installation, or maintenance of the
equipment requiring service, except for those items provided by the
Government as Government Furnished Material (GFM). It is anticipated
that services will be required for a base year of performance
commencing 10 January 1997, or date of award, whichever is later, and
two additional option years. The applicable Standard Classification
Number is 3731. The proposed solicitation is expected to be issued
approximately 11 October 1996 under Request for Proposals (RFP)
N00140-97-R-G203. It is anticipated that the closing date will be
thirty (30) days thereafter. Copies of the solicitation should be
requested within fifteen (15) days of this synopsis from the office
referenced above. Requests for solicitations, referencing RFP
