Contract Specialist, 757-864-2435. The work to be performed consists of
the replacement of various components and equipment in Buildings 583,
1146, 1152, 1247D and 1247E, located in the East and West areas of
Langley Research Center, Hampton, Virginia. The successful bidder shall
provide all plant, equipment, tools materials, labor supervision and
services, including testing, commissioning and start-up, necessary for
or incidental to providing complete and finished work as shown on the
contract drawings and specifications. Work at the various locations
includes, but is not limited to removing existing HVAC equipment, and
replace with computer room air conditioning equipment, remove existing
hydraulic power unit and provide new hydraulic power unit, remove
actuator cylinders from 4 and 10 foot butterfly valves and install new
cylinders, replace existing 200 ton water cooled chiller system with
a new 109 ton air cooled chiller, remove components from air dryer and
provide new valves, piping and control system. Contract duration 285
days. Estimated cost range between $250,000 and $500,000. All
responsible sources may submit a bid which will be considered by the
Agency. This proposed contract is 100 percent set-aside for small
business concerns. The bid opening date of 11-15-96 is approximate.
Solicitation available 10-15-96. This procurement was originally
synopsized as 1-141-GGK1.1390. All prospective bidders that requested
the solicitation package 1-141-GGK1.1390 will be sent the updated
package 1-141-GGK1.1448, and need not resubmit a bid package request.
An ombudsman has been appointed to hear concerns from offerors,
potential offerors, and contractors during the preaward and postaward
phases of this acquisition. The purpose of the ombudsman is not to
diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
