operate, and maintain facilities, including metering systems, isolation
heat exchanger, piping and valves, necessary to provide continuous
chilled water service to the heat exchanger (s) at the Garmatz U.S.
Federal Courthouse, 100 South Hanover Street and the Metro West Federal
Office Building, 400 North Greene Street in Baltimore, Maryland for a
10-year period with one 10-year option period available to the
Government. The Contractor shall obtain and pay for all rights-of-way,
easements and permits necessary to provide chilled water service to
the facilities. The Contractor shall design the chilled water system
interface in each Government facility. At a minimum, this shall include
the Contractor's chilled water piping, the metering system, control
valves, isolation heat exchanger, isolation valves and piping to
connect to the building chilled water system. Design and subsequent
modifications, including demolition of existing chiller plant, of the
buildings' internal chilled water systems necessary for connection
shall also be part of this contract. All equipment on the building side
of the isolation heat exchanger installed as a result of this contract
shall become the property of the Government after acceptance of the
installation. Offers will be evaluated based upon price and technical
factors. Technical factors will include key personnel, past
performance, the Offeror's district chilled water system, operation and
maintenance, and district chilled water connection proposal. A separate
contract may be awarded for each building. All work in the Federal
buildings shall take place after normal business hours. The combined
estimated cost range for these services on an annual basis is between
$500,000 and $2,500,000. This announcement constitutes the synopsis of
the Pre-Invitation Notice. The SIC Code is 4961. Specifications and
