The Naval Surface Warfare Center, Carderock Division, Bethesda MD intends to procure a Prototype Full Scale Aerated Biological Conditioning Membrane System for treatment of shipboard non-oily wastewater for pierside demonstration studies. This requirement will support a process that will treat shipboard-generated non-oily wastewater to meet future (21st Century) local, national (Uniform National Discharge Standards) and international (MARPOL Annex IV) effluent water receiving quality standards. Note 22 applies to the extent that the Government intends to solicit and negotiate with only one source (ZENON Environmental Inc., Burlington Ontario Canada) pursuant to FAR 6.302-1, only one responsible source and no other sources will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1).
