C -- INDEFINITE QUANTITY CONTRACT FOR GENERAL ARCHITECT-ENGINEER DESIGN AND ENGINEERING SERVICES FOR VARIOUS PROJECTS AT THE U. S. NAVAL STATION, GUANTANAMO BAY, CUBA SOL N62470-97-C-6401 POC Renee Crawford, 011-5399-4111, Nita B. Branscum, Contracting Officer, 011-5399-4199 This is a Firm-Fixed Price Indefinite Quantity contract for Architectural and Engineering Design Services for the preparation of plans, specifications, cost estimates, related studies, asbestos and lead paint sampling and tests, buildinginspections including confined space inspections, surveying services, and all associated engineering services. Project work may consist of: (a) New construction of structures such as warehouses, office buildings, recreational facilities, ammunitionand hazardous waste storage facilities, medical facilities, watch towers, etc.; (b) General building renovation work, such as repair/replacement of windows, floors, doors, walls (including but not limited to concrete masonry unit, wood, steel, orconstruction frame), ceilings, exterior and interior of building finishes, exterior and interior painting, restrooms, roofs (including but not limited to single-ply, metal, or built-up), repair/replacement of building air conditioning systems andrefrigeration systems; (c) General repairs on roads, housing, refugee villages, airfield runways and taxiways, aprons, water and fuel storage systems (including piping), water, fuel, and electrical distribution systems (including underground, aboveground, and underwater piping and wiring/conduit systems), power generation plants, desalination plants, electrical distribution systems (high and low voltage), electrical substations, fire and intrusion detection and alarm systems, fire protectionsystems, telephone and communication systems, mechanical systems, storm drain and sanitary sewer systems (including waste treatment and pumping stations), and irrigation systems; (d) Conduct life safety code studies, space planning studies, generalstructural analysis (including, but not limited to, roofs, cranes, piers, etc.), air conditioning building load and system sizing analyses, water and fuel distribution system analyses, potable and plumbing system analysis, electrical distribution andsystem sizing analyses, and completion building inspection; (e) Project work may also consist of (but not limited to any the following or any combination of items) demolition, new work, repair work, replacement work, and maintenance work. Types ofbuilding occupancies include but not limited to: housing, berthing, administrative, medical, dining, schools, warehouses, power plants, desalination plants, shops and retail buildings, and recreational facilities. Other structures include but notlimited to: water and fuel tanks, substations, fenceline and guard towers. The Government will reserve an option to negotiate construction inspection services, review and approval of submittals, preparation of as-built drawings, and the preparation ofOperation and Maintenance Support Information (OMSI) for any project under this contract. Firms are required to prepare the cost estimate utilizing the computerized Cost Estimating System (CES) and project specifications in the SPECINTACT w/SGML systemformat. Digital graphics database of the site survey or other drawings may be required. If so, it shall be in an AutoCADD compatible format, DXF, on DOS high density floppy disks. At the completion of each and every project, the AutoCad compatibledrawing file shall be provided to the Government on 3.5'' double sided, high density disks. The drawing sheet size shall be ''F'' size. The contract scope may require sampling, evaluation, definition and determination of asbestos materials, lead paint,and toxic waste including the disposition of these materials, paint and waste. Fee negotiations would provide for sampling, laboratory testing and subsequent preparation of plans and specifications may require definition of disposal process. Firmsresponding to this announcement must be prepared to accept the aforementioned as a part of their contract responsibility. Specific evaluation factors in relative order of importance include: (1) Professional qualifications of the firm,engineering/technical staff in terms of the approach to accomplish the services, historical experience of the firms personnel in the design of new facilities, multi-disciplined alteration/repair projects, and related studies; (2) Specialized experienceof the proposed project manager(s), design team(s), and design team member(s) in terms of facility surveys, site surveys, field investigations, design of new and alteration/repair projects such as mentioned in this scope; (3) Capacity of the firm,proposed design team(s), and team member(s) to accomplish the following schedules: Submission of proposal 15 days following the RFP; submission of preliminary (35%) design submittal 45 days after award; submission of pre-final (100%) design submittal20 days after receipt of preliminary submittal comments; and submission of final design submittal 10 days after receipt of pre-final submittal comments. Facsimile transmission of comments will be considered as return of comments; (4) Specific internalquality control procedures proposed for new and alteration/repair projects of this nature; (5) Past performance of the firm and consultants with Department of Defense (DOD), Atlantic Division, Naval Facilities Engineering Command (LANTNAVFACENGCOM),this Command (Naval Station, Guantanamo Bay, Cuba), and other clients or agencies in terms of construction estimate versus contract amount, performance ratings on projects of this nature, and compliance with schedules; (6) Knowledge of the Caribbeanegion in terms of construction materials, weather and humidity conditions, construction practices, codes, laws and permits. Location in the general geographic area of the project site and volume of work previously awarded to the firms by DOD will alsobe considered with the objective of effecting an equitable distribution of DOD A/E contracts. (Provided that application of this criteria leaves an appropriate number of qualified firms.) In Block 10 of the SF 255, discuss why the firm is especiallyqualified based upon synopsized evaluation factors; and provide evidence that your firm is permitted by law to practice the professions of architecture or engineering: submit State and State registration numbers of all registered architects andprofessional engineers. This contract will have a minimum guaranteed amount of $50,000. The contract will be for one year from the date of an initial contract award. The proposed contract includes a one year Government option for the same basicprofessional skills. Subject to necessary changes, the total A&E fee that may be paid under this contract will not exceed $400,000. Estimated start date is January 1997. No other general notification to firms for other similar projects performedunder this contract will be made, with the exception of notification of specific projects or specialized A/E work. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit completed Standard Forms (SF)254 and 255, U. S. Government Architect-Engineer Qualifications, to the office shown above. Firms responding to the announcement by COB 30 October 1996 will be considered.
