This procurement for additional technical services under USAID/REDSO's AABA is under other than full and open competition as prescribed by FAR 6.302-1 and authorized by 41 USC 253C b(1). The purpose of the additional activities includes: (1) the continued provision of short-term technical assistance to AABA; (2) Installation of the AABA information network; (3) Management facilitation support. USAID has determined that award to another source would result in substantional additional costs and unacceptable delays. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publiciation of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0267)
