L -- GROUND SOFTWARE SUPPORT AND SERVICES FOR SPECIAL SENSOR MICROWAVE TEMPERATURE SOUNDER AND WATER VAPOR PROFILER (SSM/TW), SPECIAL NSOR MICROWAVE IMAGER SOUNDER (SSMIS), AND OPTION FOR SPECIAL SE SOL F04701-96-R-0027 POC Lt. Darren B. Neil, (310) 336-4927; Contracting Officer, Mr William S. Trombetta, (310) 336-4460. 17. Technical/Engineering Support and Services. The Defense Meteorological Satellite Program (DMSP) is seeking sources interested in Special Sensor Microwave Temperature Sounder and Water Vapor Profiler (SSM/TW) and Special Sensor Microwave Imager Sounder (SSMIS) ground software support, with an option for Special Sensor Microwave Imager (SSM/I) ground software support. The following capabilities are required of the contractor for this effort: (1) In-depth knowledge of microwave remote sensing, and its relation to the SSM/TW, SSMIS, and SSM/I. (2) In-depth knowledge of SSM/TW, SSMIS, and SSM/I and their interface with DMSP spacecraft and the Operational Linescan System (OLS). (3) Working knowledge of the DMSP satellite, its command, and telemetry system as they relate to the SSM/TW, SSMIS, and SSM/I. (4) Capability to evaluate current technology and meteorological applications. (5) In-depth understanding of DMSP sensor operations, including command and control, telemetry processing, and data processing. (6) Demonstrated knowledge of the data handling systems of Air Force Global Weather Center (AFGWC) and Fleet Numerical Meteorology and Oceanographic Center (FNMOC). (7) Capability to provide field training to AFGWC and FNMOC in microwave sensor telemetry interpretation for use in state of health monitoring, meteorology analysis, and forecasting. (8) Capability in software design, software documentation, software system analysis, software troubleshooting, and software modifications to correct system deficiencies in accordance with MIL-STD 498. (9) Experience in administrating services-related contracts. (10) Capability to provide manual depository update, a fully compliant configuration control system. (11) Adequate number of qualified technical engineers familiar with meteorological applications and strategic and tactical users of DMSP sensors. (12) Detailed knowledge of the system inner connectivity at FNMOC and AFGWC. The proposed period of performance is 1 April 1997 through 31 March 2002. The scope of the effort encompasses the support for the SSM/TW, SSMIS, and SSM/I ground processing software code, including maintenance, algorithm development and upgrades, documentation, configuration control of operational data reduction software code, and anomaly analysis as it pertains to such software. Aerojet Electronic Systems Division is the designer of the SSM/TW and SSMIS ground software requiring support, and Hughes Information Technology Corporation is the designer of the SSM/I ground software requiring support.
