This is NOT a presolicitation notice pursuant to FAR Part 5, but is a Sources Sought Synopsis to identify potential sources for a Common Large Area Display Set (CLADS) for use in multiple military command and control workstation applications. The Air Force is planning for the procurement of a new work station size display system to replace the aging and increasingly insupportable 19 inch diagonal, high resolution color Cathode Ray Tube (CRT) based monitor systems used in multiple applications. The Common Large Area Display Set (CLADS) is a technology insertion monitor system designed as a form, fit and function preferred spare replacement conforming to all electrical, mechanical and operator interfaces on the specific platform. The CLADS is designed to be both technology and vendor independent allowing any technology display and vendor to compete as the production source. The CLADS will be procured using system performance based specifications, detailed specifications and an information data package. Requirements for delivery may include but are not limited to: 1) Two each First Articles, 2) Technical Orders, 3) Assorted spares, 4) Priced production options, 5) Support equipment. Period of performance is expected to be 9 to 12 months, to include first article production, first article testing/approval and initial start of production deliveries. The initial Air Force (AF) buy will be approximately 500 units with requirements expecting to generate an additional requirement of approximately 1,500 units. The Navy and Army are expected to generate an additional requirement of approximately 1,500 units. The Navy and Army are expected to generate an additional requirement of approximately 12,000 units. The CLADS is an unclassified item, however, it is likely during the testing periods that the contractor be required to have a secret clearance. The extent of allowable foreign participation has not been determined, therefore, the release of information to foreign sources will be determined at time of Request. The Government reserves the right to limit such participation subsequently. Respondents to this survey will be sent a Copy of the Requirement Description and a Capability Survey. Contractors must provide approved DD Form 2345 with their request. Contractors may obtain a DD Form 2345 by contacting Defense Logistics Service Center, at 1-800-352-3572.
