This is a TEN (10) day extention to the Defense Mapping Agency s (DMA)
desire to receive proposals for research projects which offer
potential for advancement and improvement of Global Geospatial
Information and Services (GGI&S) and Mapping, Charting, and Geodesy
(MC&G) from Historically Black Colleges and Universities (HBCUs) for
purposes consistent with DMA mission activities, to enrich the talent
pool from which DMA will draw its Geospatial workforce in the near
term, and demonstrate the utility of available GGI&S hardware and
software suites. Research is needed in the area of system design for
the use of GGI&S concepts and data in secondary and college curricula,
classrooms, and laboratories. There are two main objectives of this
topic area: (1) the design of Commercial-of-the-Shelf (COTS) hardware
and software systems for use in the above circumstances; (2) the
documentation of the concepts of use of these systems through the
demonstration of representative high-end (INIX-like) and low end
(MS-DOS-like) systems. Such systems shall have all of the following
capabilities: ingest, manipulate, and display text, digital elevation
data, remotely sensed raster images, and vector map data to enrich
classroom and laboratory environments for environmental sciences,
geospatial sciences, and geography. Each of the two configurations'
functionalities should include capabilities found in such software
packages as ARC/INFO, Erdas IMAGINE, and ARCVIEW. The low-end platform
is expected to be used in short, well scripted demonstrations of the
technology. The high-end platform is expected to be used in creative
and imaginative demonstrations of the technology and in problem solving
applications of the technology. The documentation should include an
evaluation of the relative high-end and low-end solutions and an
evaluation of the utility of available GGI&S and MC&G computer hardware
suites in secondary and college curricula, classroom, and laboratory
environments. Proposers MUST state in their proposal that it is
submitted in response to this BAA. Original and four copies of
proposals are requested, which may be submitted any time ending 21
October 1996. All proposals should be accompanied by a completed GRANTS
certification package which is available upon request. Also information
on How to Submit a Proposal is available upon request. Award decisions
will be based on a competitive selection of proposals resulting from
a peer and/or scientific review. Evaluations will be conducted using
the following evaluation criteria: (1) overall scientific technical or
socio-economic merits of the proposal; (2) potential relevance and
contributions of the effort to the agency s specific mission; (3) the
offeror s capabilities, related experience (including past
performance), facilities, techniques or unique combinations of these
which are integral factors for achieving the proposal objectives; (4)
the qualifications, capabilities and experience of the proposed
Principal Investigator, team leader or key personnel who are critical
in achieving the proposal objectives; (5) extent of student
envolvement; (6) realism of the proposed cost and availablility of
funds. Each HBCU responding to this BAA agrees that it is not an
institution that has a policy of denying, and that it is not an
institution that effectively prevents the Secretary of Defense from
obtaining for military recruiting purposes; (a) entry to campuses or
access to students on campuses; or (b) access to directory information
pertaining to students. If the recipient is determined, using
procedures established by the Secretary of Defense to implement section
558 of Public Law 103-337 (1994), to be such an institution during the
period of performance of this agreement, and therefore to be in breach
of this clause, the Government will cease all payments of DoD funds
under this agreement and all other DoD grants and cooperative
agreements, and it may suspend or terminate such grants and agreements
unilaterally for material failure to comply with the terms and
conditions of the award. The Government reserves the right to select
for award all, some or none of the proposals submitted against this
