COMMISSION'S DECISION, THE AIR FORCE INTENDS TO COMPETE THE INDUSTRIAL
WORKLOADS IN THE KEBA. THESE WORKLOADS CONSIST OF REPAIR AND
CALIBRATION (PMEL) OF AUTOMATIC TEST EQUIPMENT (ATE), GENERAL PURPOSE
TEST EQUIPMENT, ELECTRICAL AND ELECTRONIC ENGINE COMPONENTS, AND
AIRCRAFT AVIONICS; PERFORMANCE OF SOFTWARE MAINTENANCE IN SUPPORT OF
THE WORKLOADS LISTED ABOVE; PERFORMANCE OF HARDWARE AND SOFTWARE
MODIFICATIONS/REPLACEMENTS TO MAINTAIN THE REPAIR AND CALIBRATION
CAPABILITY NECESSARY TO PERFORM THESE WORKLOADS; STORAGE AND
DISTRIBUTION OF SERVICEABLE AND UNSERVICEABLE GOVERNMENT ASSETS IN
SUPPORT OF AND IN ACCORDANCE WITH LEAN LOGISTICS CONCEPTS. IT IS
POSSIBLE THAT ONE OR MORE OF THESE UNIQUE WORKLOADS COULD BE BROKEN OUT
AND COMPETED SEPARATELY. PARTICULAR CONSIDERATION IS GIVEN TO THE PMEL
IN THIS RESPECT. TO ACCOMPLISH THIS EFFORT, THE AIR FORCE INTENDS TO
ENTER INTO A CONTRACT ON A COMPETITIVE BASIS USING FORMAL SOURCE
SELECTION PROCEDURES. THE CONTRACT WILL BE LONG TERM USING A BASIC TIME
PERIOD WITH OPTIONS, INCLUDING AWARD TERM. THERE WILL BE A TRANSITION
PERIOD WHEN WORK IN PROCESS WILL BE TURNED OVER TO THE SUCCESSFUL
OFFEROR. THE CONTRACTOR MUST ARANGE THE REQUIRED LEASE AGREEMENTS WITH
THE GREATER KELLY DEVELOPMENT CORPORATION OF SAN ANTONIO. THE
CONTRACTOR WILL ALSO HAVE THE OPPORTUNITY TO BRING IN COMMERCIAL
WORKLOADS. THERE WILL BE NO ASSURANCE THAT THE AIR FORCE WILL ACTUALLY
ISSUE SUCH CONTRACT. HOWEVER, IF THE AIR FORCE DOES ISSUE A
SOLICITATION, ALL RESPONDENTS TO THIS SOURCES SOUGHT SYNOPSIS WILL
RECEIVE A COPY. TENTATIVE DATE FOR INDUSTRY DAY/TOUR OF FACILITIES IS
