acquisition is for Systems Engineering and Technical Assistance (SETA)
to the Air Force Equipment Management Systems (AFEMS) Program Office
located at Wright-Patterson AFB, Ohio. This acquisition is contemplated
as a sole source award to Century Technologies Inc (CENTECH), the
incumbent SETA contractor for AFEMS. The Air Force Equipment Management
System (AFEMS) developed by the Lockheed-Martin Corporation is designed
to provide a standard automated system equipment management application
to all Air Force activities and enables the Air Force to determine,
authorize, account for and report the types and quantities of equipment
required to accomplish the Air Force mission. AFEMS replaces ten
separate stand-alone systems which lacked the capability for
interactive user access. Shut-off of legacy systems and system cutover
to the single AFEMS were accomplished in mid 1996. The SETA contractor
must provide management and functional expertise which is highly
knowledgeable of and conversant with AFEMS to assure overall continuity
of support, to provide for a quick and effective resolution of system
difficulties and to quickly accommodate newly identified user needs
during this critical phase which is expected to extend through early
1998. The period of performance for the anticipated effort will be 1
April 1997 through 31 March 1998. Required program knowledgeable skills
and related functions are as follows: (a) Application of systems
knowledge and effective working relationships with interfacing systems
managers, MAJCOMS, ALCs, SSG, and bases throughout the world in
identifying data disparities and recommended corrective actions. (b)
In- depth knowledge of AFEMS functional and systems processes in order
to effectively assess total impacts resulting from Software Problem
Reports, Baseline Change Requests, and Engineering Change Proposals.
(c) Demonstrated knowledge and maintenance of the AFEMS allowance
system, a key process which is used to authorize equipment, contribute
to budget/buy decisions, and provide information to the various users
of AFEMS. (d) Experience in the maintenance of the CENTECH developed
Allowance Standard Retrieval System which was implemented in order to
provide for easy access to allowsance standard information for users
not having on line access to AFEMS. (e) Detailed systems knowledge to
be applied in Functional Training. The proposed contract action is for
services for which the government intends to solicit and negotiate
with only one source under authority of FAR 6.302. Interested persons
may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within
forty-five days after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. The approximate
issue/response date will be 01 Nov 96. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. Authority: 10 U.S.C.
