Sources are sought to povide Network Engineering support in accordance with the following information: On May 3, 1996 it was announced under the direction of HQ/AFMC,that the Operating Laboratory (OL) -AA Phillips Laboratory Hanscom AFB, MA, Technical Services Division is to be the subject of an A-76 Cost Comparison Study. The Federal policy for the performance of recurring commercial activities was established in the 1983 Office of Management and Budget (OMB) Circular No. A-76, ''Performance of Commercial Activities.'' The intent of the program is to determine the most efficient and effective method of providing service. The study will determine whether commercial activities should be performed under contract with commercial sources or inhouse using Government facilities and personnel. Based on this program, sources are sought for commercial performance of PL's Technical Services Division functions consisting of Research Publications Services, Technical & Scientific illustration Services and Scientific & Technical Photographic Services. Research Publications Services to be performed include publication of all in-house technical reports for the Phillips Laboratory and Rome Laboratory Hanscom detachments, and publication of all Phillips Laboratory Hanscom and Electronic Systems Center contractor technical reports. The successful contractor shall provide all personnel, supplies, supervision, transportation, equipment maintenance, and other items and services to sustain the following Research Publication services: (1) Tracking all Technical Reports, (2) Performing Integrity Edit, Copy Clarification Edit, and Format Edit on all Technical Reports, including Phillips Laboratory contractor technical reports and Electronic Systems Division technical reports, (3) Performing Substantive Edit, Language Edit, Mechanical Style Edit, Screening Edit, Policy Edit, and Coordination Edit in addition to the editing specified in (2), (4) Production Editing of Technical Reports as necessary, (Note: Definitions of the processes in (2) and (3) are those given in, The Levels of Edit, Second Edition, available from the National Technical Information Service, 5250 Port Royal Rd., Springfield, VA 22161.) Production editing ensures that the material given to the printer is complete, and all tasks to be performed by the printer are identified, (5) Arranging for production of camera-ready masters for printing by authors, secretaries, or (through the Defense Printing Service (DPS) and the Government Printing Office by contractors), (6) Repairing materials to be given to the printer when this is most cost-effective, (7) coordinating with the research contractors, the Defense Printing Service, and as necessary through DPS, with the Government Printing Office to have the reports printed, (8) arranging for distribution of these reports, including approximately 135 contractor and 55 in-house Technical Reports annually, plus tracking of 220 ESC Technical Reports and 125 journal articles annually, (9) ensuring appropriate handling of classified material including SECRET, special access authorization required, (10) advising authors and others having an interest in these reports of the proper methods of handling and accounting for them, and (11) executing agreements, as necessary, between Contractor personnel and research contractors, to ensure proper handling of proprietary information. Technical & Scientific Illustration Services to be performed include graphic illustration, presentations. The successful contractor shall provide all personnel, supplies, supervision, transportation, equipment maintenance, and other items and services required to sustain the following audiovisual services. Graphics supplies support for the laboratory including, scientific technical illustrations and conceptual art for publication, presentation, display, or and other use required by the Geophysics Directorate. Assignments may be in the form of digital images, manually generated images or any combination of these. The ability to provide these images in the form of hard copies, view graphs, wall displays, or via network for direct presentation is required In addition black and white or color images for publication are required, sometimes including color separations for print reproduction requirements. The ability to analyze the resources available and to integrate their use as well as assess and keep current the computer equipment and other electronic tools as well as staff training to achieve this in a state of the art manner is essential. In addition, Graphics shall provide all internal support for the Laboratory including (but not limited to) organization charts, posters, brochures, certificates, wall displays, internal reviews and outsized material. Scientific and Technical Photographic Services to be performed include Studio, Location and Reproduction Photography. The successful contractor shall provide all personnel, supplies, supervision, transportation, equipment maintenance, and other items and services required to sustain the following Photography Services. Full service custom photographic laboratory for both color and black and white. High speed photography for engineering analysis. video documentation for Scientific and Technical analysis as well as historical uses. The service will also be provided to Rome Laboratory at Hanscom AFB, MA. Scope and Effect Services, (NOTE this is an addition to the previous synopsis of 7 Aug 96), to be performed include determining support requirements, planning their satisfaction, and carrying out those plans at an operating site that usually is distant from the resources of the Laboratory. This involves unusual efforts to identify and anticipate solutions for problems that could disrupt a ''one shot'' research project to which personnel and material resources and custom-made T&E equipment is committed. The incumbent will have conferred on support considerations with project scientists, payload specialists, engineers, and technicians in planning and arranging field support and will have initiated negotiations and agreements to provide all services, materials, and facilities needed to conduct the mission. The incumbes interacts with scientists, engineers, and other mission specialists to concentrate on science and test platform considerations. Failure to carry out duties may result in the overall experiment/test failure. Personnel may be required to obtain a favorable National Agency check performed by the Defense Investigative Agency. The duration of this contract, with all options, is anticipated to be five years. This synopsis is for informational purposes only and is not considered to be a commitment by the government. Respondents should also indicate whether they are a small business or a disadvantaged business concern. Respondents should also indicate as to whether they will be bidding on one or more of the services listed above. A draft Request for Proposal (RFP) will be placed on the Hanscom Bulletin Board (HERBB). Sections of the RFP will be placed on HERBB as they become available, beginning approximately Early October 1996.
