The Defense Special Weapons Agency (DSWA) has, as part of the Cooperative Threat Reduction Program, a requirement to procure equipment for use under the Russian Ministry of Defense (MOD) Personnel Reliability Program (PRP), and to train Russian MOD personnel in the use of this equipment. Equipment to be provided includes: (1) sixty (60) portable alcohol breathalyzers, with appropriate calibration equipment, and enough portable indicator-type drug test kits to handle 10,000 samples per year; (2) five (5) polygraph computer systems, associated peripheral equipment; and (3) equipment and supplies for a stationary laboratory which will provide evidential level of substance detection testing of 10,000 samples per year. Access to the MOD stationary laboratory is not assured; therefore, systemization, localization, and training shall take place at a site in the Moscow vicinity proposed by the contractor. The contractor shall procure approved hardware and software and shall provide training, documentation in both Russian and English, and support services for the PRP equipment. Polygraph training must be conducted in accordance with American Polygraph Association certification standards in Russia. This procurement is a total small-business-set-aside. See Note 1.
