Officer, Doug McDaniel The Navy requires seven each Digital Vibration
Control Systems, Spectral Dynamics Model2550B or equal, in accordance
with NAVSURFWARCENDIV Crane Brand Name or Equal purchase description
with salient characteristics. The systems shall be constructed on a
modularbasis and be dedicated for the sole purpose of vibration and/or
shock testing (sinusoidal andrandom vibration control, classical
shock, shock response spectrum, mixed mode testing, transientcapture,
and control system interface are required). A minimum 17'' monitor and
laser printershall be included. Some of the salient characteristics
are as follows: The control system shall becapable of conducting sine
sweep tests from 1 Hz to 10,000 Hz; frequency sweep shall beselectable
in terms of rate or duration; automatically controlled output level
from 0 to 10 volts;less than 60 dB harmonic distortion at full test
level; a minimum of four input channels expandableto 32 channels;
channel sensitivity from .01 to 10,000 mV/g; 1% to 100% compression;
userdefined sequence up to a minimum of 64 independent tests; stepped
dwell meeting therequirements of Mil-Std-167; and simulated gunfire
vibration (per Mil-Std-810). In addition thesystem must have proven
software (i.e., the software must have been installed and in use for
atleast six months at another test site with similar type application).
Two of the systems will require16 channel capability while 5 of the
systems will require 4 channel capability. This is a 100%Small Business
Set Aside (SIC 3829, size standard 500 employees); as such numbered
note 1applies. A Firm Fixed Price contract is anticipated and FAR Part
12 will be utilized. The shippingterms will be F.O.B. destination,
Naval Surface Warfare Center, Crane IN with finalinspection/acceptance
at destination. Delivery of the first four units is required on or
before 31December 1996 with the remaining units required by 28 February
1996. A three day on-sitetraining session for up to five technicians is
also required following Government installation. Allinterested,
