(Site Code DACA78) The purpose of this announcement is to solicit names
of firms or joint ventures interested in submitting an offer on the
below described project. The U. S. Army Corps of Engineers, on behalf
of the U. S. Air Force and Government of Egypt (GOE), shall award a
fixed-price service contract to provide support to the U. S. Air Force
in Egypt during their mission to train the Egyptian Air Force (EAF)
Operation and Maintenance (O&M) organization located at the Peace
Vector IV Air Base, Sakara, Egypt. The estimated magnitude of the
project is between $10,000,000 and $25,000,000. PROJECT SCOPE: The
Contractor shall mobilize the necessary personnel, equipment, and
suppliers to provide for the following support at the Peace Vector IV
Air Base: (1) Procure/Lease, receive, store, and issue materials; (2)
Provide service contracts for the repair and maintenance of speciality
equipment and systems, such as fire alarm systems, elevators, complex
HVAC control systems, UPS systems, frequency converters, power
filters, and high pressure hydraulic systems; (3) Provide
transportation and a dispatch service for EAF O&M personnel: O&M
personnel; (4) Provide technial advice and joint on-the job-training
(OJT) in O&M, information/production control, and material management;
and (5) Perform On-The-Job Training (OJT) on all functions performed.
It is anticipated the total performance period will consist of a
two-year basic contract and three one-year options. CONTRACT
PROCEDURES: Both a technical and a price proposal will be required.
Evaluation factors are (1) Personnel qualifications and experience, (2)
Specialized experience in O&M OJT, (3) Management and Execution Plan,
(4) Past Performance, and (5) Price. Contractors will be limited to:
(1) U. S. firms, (2) Joint Ventures between U.S. firms; or (3) Joint
Ventures between U. S. firms and Egyptian firms. To be considered a U.
S. firm, the firm must (1) Be incorporated and have a corporate
headquarters in the U. S., (2) Have paid corporate franchise and
employment taxes in the U. S. for a minimum of two years, (3) Have
filed state and federal tax declarations for a minimum of two corporate
years and paid any applicable taxes determined due as a result of such
filings, and (4) Employ U. S. citizens in key management positions. To
be considered an Egyptian firm, the firm must have a minimum of fifty-
one percent Egyptian ownership, and must be an independently-owned
firm. Firms which are partially or wholly owned, or otherwise
affiliated with the GOE or its agencies are ineligible. Tentative date
for issuance of Request for Proposal (RFP) DACA78-97-R-0003 is 16
October 1996. Tentative date for receipt of proposals is 16 December
1996. Tentative award date is 29 Apr 97. Firms interested in being
considered for this project shall make notification via letter or fax.
