PL/GPO, 617-377-4442. Research and Development sources are sought to
support the Phillips Laboratory Geophysics Directorate, Optical
Environment Division (PL/GPO) to process data from the Miniature Sensor
Technology Integration (MSTI-3) experiment, an Air Force funded
program. The effort would involve (1) Image construction of large
mosaic scenes; (2) The generation of image analysis products from
statistical analysis which will consist of determination of such
parameters as mean, maximum, minimum and standard deviations; gradients
and gradient histograms; kurtosis, pdf and psd parametrics, and other
statistical parameters as required; and (3) Be able to process 10,000
images/day. Interested potential sources should respond by indicating
their ability to meet the following screening criteria: (1) Must be
able to demonstrate the capability to perform the required statistical
analysis to process MSTI-3 data. (2) Analysis output must be
consistent with the ingest routine formats of the MSTI-3 data required
by the Phillips Laboratory PL/GPO Data Analysis Facility. The level of
effort is estimated to be approximately 2.5 man years for one year.
Period of performance is estimated to be twelve (12) months to begin in
the 1st quarter of FY97. Offerors interested in submitting their
capabilities to perform the work should reference Purchase Request
FY712196PL3559 in responding to the Deputy for Small Business, Attn:
ESC/BC, Mr. Alan Hart, 275 Randolph Road Hanscom AFB MA 01731-2818.
Information on file at ESC/BC must be supplemented to document the
capabilities in the above stated areas. Organizations not registered
must submit complete qualifying information. Offerors should list
persons from customer firms whom the Air Force may contact to verify
applicable work experience and performance. Firms should also indicate
their status if qualified as socially or economically disadvantaged.
Each offeror responding to this synopsis is requested to submit with
its reply a name and telephone number for a point of contact.
Respondents must specify in their response whether they are a large
business, small business, small disadvantaged business, 8(a) concern,
or women-owned small business. Foreign sources are excluded.
Organizations responding to this sources sought synopsis will not be
notified as to whether or not they meet the screening criteria. An
Ombudsman has been appointed to hear concerns from offerors or
potential offers during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contrator concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.
