Written responses, including prices (including Transportation, and a description containing sufficient technical documentationt to establish a bonafied capability to meet the requirement. Contractors shall submit a written response within 15 days of the publication date of this notice that clearly shows its ability to meet the Government's needs. All responsible sources may respond and will be fully considered, however, oral communication is not acceptable. No contract award will be made on the basis of offers/proposals received in response to this notice. If no affirmative responses are received clearly demonstrating the vendor's ability to meet the Government's needs, within 15 days after publication of this notice, a sole-source solicitation shall be issued to Information handling Service.
