(301) 394-3439. A high resolution x-ray diffraction instrument with
topographic capabilities is being purchased by the U.S. Army Research
Laboratory (ARL) for delivery to ARL, Gaithersburg, MD. The key feature
of the instrument is: (a) It shall provide topographic capabilities and
meets the resolution requirement of 3 arc seconds or better for full
width half maximum (FWHM) for the 333 reflection from silicon test
specimens using copper radiation. A delivery date of April 1997 is
estimated. In the event that delivery cannot be made at the Army
Research Laboratory (ARL), Gaithersburg, Maryland by April 1997 due to
the lack of space (building occupancy not complete), the contractor
shall store the system in an environmentally appropriate facility.
Option contract line items (CLINS) for equipment storage will be
available. Instrument shall be required to be relocated, estimated date
no earlier than 01 September 1998. Contractor shall inspect,
disassemble and pack the instrument in contractor supplied material and
deliver instrument to ARL-Adelphi, Maryland, unpack, install and
demonstrate that the instrument meets manufacturers specifications. It
is intended to award a sole source contract to Bede Scientific, Inc.,
14 Iverness Drive East, Englewood, CO 80112, pursuant to 10 U.S.C.
2304(c)(1). Extensive market research has demonstrated that there is
only one company which has the resolution capabilities stated above to
meet ARL's requirements. Firms that recognize and can produce the
required items described above are encouraged to identify themselves
and give written notification to the Contracting Officer, and provide
supporting evidence to the Contracting Officer within (15) calendar
days after date of publication of this synopsis. The final
determination by the Government not to open this requirement to
competition, based on any information provided, is solely within the
discretion of the Government. All responsible sources may submit a bid
or proposal which will be considered by the Agency. No telephone
