sought synopsis. The following information is provided to do a market
survey of industry to see if there are any potential contractors who
have the skills and knowledge required to complete this effort. The
ICBM System Program Office(SPO) is planning several programs for
modification of nuclear certified weapon system software. The
categories include the MMIII, PK, and ALCS operation software ICPS
software, EPP/DB Generator software, and support software. The SPO
plans to contract with Logicon to perform the Nuclear Safety
Cross-Check Analysis (NSCCA) or Independent Verification and Validation
(IV&V) for each of these modifications. IV&V is analysis and test of
computer software by an organization that is separate from the
development contractor or organization. IV&V ensures that nuclear
surety requirements of the computer program satisfactorily perform, in
the mission environment, the functions for which they were designed.
NSCCA is IV&V with additional rigor to ensure critical software does
not contain improper design, programming, fabrication, or application
that could contribute to: (1) unauthorized or inadvertent activation of
a critical function; (2) premature or unsafe operation of a nuclear
weapon system; (3) delivery of a nuclear weapon outside the specified
boundary of the planned target; (4) unauthorized, improper, or
erroneous display of status or classified information that could
degrade nuclear surety; or(5) improper handling of classified
cryptographic codes, invalid verification, or retrieval of such codes
by unauthorized persons in a manner which could degrade nuclear surety.
NSCCA evaluates software, firmware, and the combined software/hardware
system. Hardware devices and operator interfaces are also examined to
determined impacts to interfacing software causing violation of
nuclear safety criteria. Uncertainty of the modification projects to be
executed and a series of ongoing system modifications and software
changes make it impossible to provide software baselines, simulation
tools, and test beds. Therefore, any potential offeror is required to
acquire or develop their own software programs, simulation tools, and
test beds, and in addition, the offeror must be able to demonstrate
their expertise and knowledge of ICBM weapon system software to the
government at their own expense. To prequalify, offerors must have
experience with ICBM weapon system operational software and NSCCA
tasks, certification process, and tool development within the last 3
years. In addition, each potential source must successfully complete a
software knowledge and capability demonstration test. Sources must
submit concise and program specific information to substantiate: (1)
knowledge, experience, and capability of performing ICBM NSCCA,
including development of simulation tools and test beds; (2) knowledge,
experience, and an in-depth understanding of the ICBM weapon system
nuclear certified software; (3) knowledge, experience, and capability
to develop nuclear surety requirements; (4) Top Secret security
clearance, and (5) appropriate management and engineering capability on
ICBM programs to meet program objectives without significant technical,
schedule, or cost risk. Each Offeror shall prepare and submit a
knowledge and capability demonstration plan. The plan shall include,
but it is not limited to the following: a. A list and description of
all simulation tools and test bed hardware suites available to offeror,
which could be used for this effort. b. A list and detailed description
of all contractor owned software programs to support the operation of
the simulation and test tools acquired. c. A detailed narrative
describing the purpose and function of each of the software programs,
simulation tools, and test bed suites. d. A detailed narrative for each
person to be involved with the program. specifically describe NSCCA
experience and/or ICBM weapon system software experience and the
purpose and function of each person. A demonstration, which will be
scheduled after government acceptance of the plan, of NSCCA capability
using examples of analysis conducted on ICBM software within the past
3 years will consist of the following: a. Reviewing specifications. b.
Generating nuclear surety objectives. c. Selecting and designing
nuclear surety requirements and test cases. d. Describing objective of
each analysis or test and how they will be accomplished. e. Generating
pass/fail criteria for each analysis or test. f. Describing set-up and
any unique requirements for each analysis or test. g. Performing
analysis. h. Browsing code. i. Conducting simulations and
demonstrations. j. Identifying and reporting anomalies or errors
observed during the analysis or test. Potential offerors are requested
to submit two copies of an unclassified response (limited to 50 pages)
within 20 working days after publication of this notice to Patricia
Oliver/LMKR/ 6038 Aspen Ave, SE Annex Hill AFB UT 84056. Information
received will be considered solely for the purpose of determining
whether to conduct a competitive procurement. It is anticipated that
request for proposal will be released approximately 1 Dec 96 with a
