The Health Resources and Services Administration requires services to increase the development of sites in communities that have inadequate dental facilitites. The Government intends to negotiate on a sole source basis, in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations, with the Association of State Territorial Dental Director (ASTDD), Arizona Department of Health Services, 1740 West Adams, Room 10, Phoenix, AZ 85007. The ASTDD, is deemed the only responsible source capable of providing the required work and services. A Justification for Other than Full and Open Competition is on file.
