The U.S. Army Engineer District, Savannah, intends to negotiate with J.W. Cook & Sons, Inc., P.O. Box 39, Whiteville, NC 28472, on a sole source basis to enter into a modification for operations and maintenance services to contract DACA21-94-C-0068. This procurement will involve the non-personal services to perform preventive and corrective maintenance of the newly constructed Special Operations Medical Complex, consisting of three buildings totaling approximately 85,000 SF. The equipment will consist of electrical panelboards, transformers, circuit breakers, transfer switches, generators, burners, boilers, chillers, hot water pumps, chemical shot feeder, air compressors, air handlers, reheat coils, unit heaters, water conditioner, air separators, expansion tanks, heat pumps, VAV boxes, humidifiers, steam humidifiers, exhaust fans, louvers, medical gas control valves, oxygen system manifold, medical gas alarm system, medical vacuum sterilizers, medical vacuum pumps, hot water heaters, hot water storage tanks, domestic water pumps, water softeners, floor drains, fire alarm systems, refrigeration condenser and evaporators. O&M manuals and vendor data are not available; therefore, the first year's service will be obtained on a single source basis through the construction contract. Thereafter, these services will be obtained on a multi-year competitive procurement action. The authority for this plan of action is 10 U.S.C. 2304(c)(1) FAR 6.302-1(a)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. If a firm other than J.W. Cook & Sons, Inc., P.O.
