The Aviation Applied Technology Directorate (AATD), U.S. Army Aviation and Troop Command (ATCOM), proposes to award a deliver order, entitled ''Longbow Fire Control Radar Electronic Scan Antenna Trade Studies,'' under Basic Order Agreement DAAJ09-95-G-0013. The objective of this program is to conduct conceptual design trade studies investigating electronic scan (E-Scan) antenna technology integration into the Longbow Fire Control Radar (FCR) Mast Mounted Assembly (MMA) suitable for application to the RAH-66 Comanche helicopter. Longbow LLC, as the developer, integrator, and manufacturer of the Longbow FCR MMA, is the sole contractor capable of providing the technical expertise required for this effort. Longbow LLC is developing E-Scan antenna technology under an IRAD program. They are also investigating the adaptability of the Longbow FCR to the Comanche. No other contractor has access to this data or equipment, nor does the Government have sufficient data or technical expertise to provide to any other contractor for execution of this effort. The Government does not own, nor does it have access to a technical data package to provide to offerors under a competitive acquisition. Longbow LLC is the only available source, however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. Performance under this solicitation will require that the successful offeror possess a SECRET facility clearance prior to contract award. This requirement is in addition to the ''Export Controlled DoD Technical Data Agreement'' certification required for all offerors under this announcement.
