(ACF) intends to negotiate modifications by September 27, 1996 to the
following existing contracts: 105-94-1501, 105-94-1502, 105-94-1503,
105-94-1504, 105-94-1505, 105-95-1506, 105-94-1507, 105-94-1508,
105-94-1509, 105-94-1510, 105-94-1512, 105-94-1515. Negotiation of the
modifications will be on the basis of other than full and open
competition for ongoing assistance in operating a ''Resource Access
Project (RAP).'' The purpose of the modifications is to expand the
training and technical Assistance (T/TA) resources to the Early Head
Start (EHS) Wave II grantees in order to enable the RAPs to respond to
the increased emphasis on assisting the EHS grantees to become more
responsive to the needs of families serving infants, toddlers and
pregnant women. The authority for this noncompetitive modification is
