Services Administration intends to issue a contract to Summit
Solutions, Inc., Leavenworth, KS under the authority of FAR 6.302-1
through solicitation number GS6KS96BNC0048. The solicitation document
and incorporated provisions andclauses are those in effect through
Federal Acquisition Circular (FAC) 90-38. Only one responsible source
and no other supplies or services will satisfy agency requirements. A
J&A for Other than Full and Open Competition has been prepared in
supportof this acquisition. This procurement shall cover the following
items: Qty. 15 Desktop Video Teleconferencing Systems consisting of:
CLIN 1. Workstations with the following integrated components: Midtower
case with 230 watt power supply; Pentium-166class motherboard with
Intel Pentium-100, 256kb cache and 16mb RAM (2x8Meg Simms matched to
processor speed), on-board I/O controllers for IDE, Floppy, serial and
printer ports, at least 3 PCI slots, at least 3 ISA slots (1
preferably 2 full lengthunobstructed by fans etc.), and ''Plug & Play
type BIOS; 1.44 Mb Floppy drive, 1.2Gb IDE HD and Quad-speed CD ROM;
PCI Video Card w/ 2Mb Video Ram (matched to monitor below); 3-COM PCI
NIC Card with connectors for 10BaseT and ThinNet (10Base2) and
AUI;Microsoft compatible serial mouse and enhanced keyboard; 17'' SVGA
monitor non-interlaced at 1280 x 1024 with .28 pixel size or better;
ISA Bus H.320 compliant Video CODEC with Ethernet IP Interface to Video
Gateway. CODEC Inputs required: Audiobalanced microphone and line
level, S-video or composite (NTSC/PAL), and Analog VGA from standard
SVGA controller card. CODEC Outputs required: Audio output to amplified
speakers and line level, VGA (16M colors) up to 1280 x 1024 at 72 Hz
(minimum),Controllable ''self-view'' signal, and Camera control
signals. Mini desk-top NTSC video camera, microphone and speakers
(powered); Software consisting of: MS DOS 6.22, Windows 95, Drivers for
VGA, NIC and CODEC cards, Application software allowing VTCconnections
via ISDN or Ethernet TCP/IP on demand. Video Gateways configured to:
enable VTC workstations to place video calls over LAN or WAN
connections, share ISDN resources between VTC workstations, and manage
''dial plans'' for all DVTC networksubscribers. Integration requiring:
Vendor to deliver configured and fully functional Windows 95 VTC
workstations with ''point and click'' user friendly applications;
Vendor shall guarantee equipment to be compatible with existing DSI VTC
equipment;Systems must be capable of video conferences using TCP/IP
protocol, ISDN protocol and the DSI backbone infrastructure and must be
Stream II protocol compatible; Application software must allow for
end-user initiated, unscheduled, point-to-pointconferences with fully
integrated Windows 95 compliant application sharing and white board
capabilities; Systems must be capable of a multicast/broadcast mode in
which a minimum of eight locations can receive audio and video from a
single source; Vendorshall provide an optional multi-point capability
with the following features: continuous presence for up to five
conference participants (audio & video), minimum of eight total
conference participants, minimum of two simultaneous conferences,
onecontinuous presence (audio & video) and one standard (video switches
after a participant speaks for two seconds), and conference
participants may be connected using TCP/IP, ISDN or DCTN; Vendor shall
coordinate and oversee, on the government's behalf,efforts by the
equipment manufacturers to incorporate additional features as may be
identified by the user technically consistent within the frame work of

negotiate with only one source under authority of FAR 6.302. Interested

requirement or submit proposals. This notice is not a request
forcompetitive proposals. All proposals received within 10 days of the
date of publication of this synopsis will be considered by the
government. A determination by the Government not to compete this
proposed contract based on responses to this notice issolely within the
discretion of the government. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
