Special attention be must be given when addressing requests for
solicitations and bids/offers. Failure to properly address requests for
solicitations in accordance with this CBD notice will result in
non-receipt of the solicitation package. Failure to properly address
bids/offers in accordance to solicitation instructions may result in a
late bid which cannot be considered. Written, fax, or electronic
requests for solicitation packages are accepted. No telephone requests
will be honored. Requests for copies of this solicitation should
include your commercial and government entity (CAGE a CAGE code has
been assigned to you) along with your name, address, data fax number,
and solicitation number. The fax number for requests is (309) 782-4803.
Electronic requests may be accepted through the Automated Acquisition
Information System (AAIS). All IOC solicitations are available for
viewing/downloading, in addition to procurement history, via the AAIS.
The AAIS accessible electronically 24 hours a day via modem at (309)
782-7648. Terminal emulation should be VT100, no parity, 8 data bits
and 1 stop bit. Once connected, enter ''aais'' at the ''LOGIN'' prompt.
At the ''PASSWORD'' prompt depress the ''ENTER'' key. If electronic
means is not possible, procurement history will be provided
telephonically at (309) 782-8094 on a limited basis. Issue Date: 06 Sep
96, Bid Opening Date: 23 sep 96. FOB is unknown. (1): This proposed
contract is being considered as a 100 percent set-aside for
historically black colleges and universities (HBCUS) and minority
institutions (MIs), as defined by the clause at 252.226-7000 of the
Defense Federal Acquisition Regulation Supplement. Interested HBCUs and
MIs should provide the contracting office as early as possible, but not
later than 23 Sep 96, evidence of their capability to perform, a
positive statement of their eligibility as an HBCU or MI, and a firm
fixed price quotation. If adequate response is not received from HBCUS
and MIs, the request for quotation will be cancelled without further
notice. (2) Identifying and prioritizing Tox Release Inventory (TRI) at
the Industrial Operation Command. The objective of this effort is to
determine the causes for the IOC TRI releases. This tasking will also
include projected reduction of releases the IOC will achieve and what
efforts the IOC must undertake in order to reach the TRI 50% reduction
goal by FY 99 as set forth by Executive Order 12856. Review the
current Environmental Program Requirements (A-106) database and
prioritize the pollution Prevention (p2) exhibits in a manner of
importance. This will include itemizing the costs associated with each
