Force Technical Applications Center (AFTAC), Advanced Applications
Directorate, requests information from potential customers to develop,
using existing technology, an Unattended Radiation Sensor that can be
airdrop/man deployed. The sensor should at a minimum have neutron and
gamma-ray detection capability. The obtained data should be
transmitted to another location for analysis. Responses should include
the following: (1) information describing experience and background
qualifying potential source; (2) discussion of recent effort or efforts
which indicates qualification as potential source; (3) summary of
potential source's proposed approach; and (4) outline of anticipated
problems to be addressed. All proprietary and restricted information
shall be clearly marked. All respondents shall include their assigned
Commercial and Government Entity (CAGE) Code. Respondents are further
requested to indicate their status as a
foreign-owned/foreign-controlled firm and any contemplated use of
foreign national employees on this effort. Due to the nature of this
potential effort, ''NO foreign country sources will be considered.''
Contractor personnel would require DoD security clearances of at least
the SECRET level. Participation in this potential effort would require
both a facilities and storage capability of at least the SECRET level.
Sources must also include the Government-assigned Contractor Facility
Code (also called CAGE Code) for the applicable facility and storage
facility that would safeguard any classified data supplied by the
Government. A one-year contract period is anticipated. The applicable
SIC code and size standard are 3829/500 employees. Firms must respond
to this announcement within 45 days from the date of this publication
and (1) state whether they are small or large business based on the
size standard above, and (2) indicate if a small disadvantaged or
woman-owned business, 8(a) firm, or a historically black college or
university or minority institution (HBCU/MI). The Government reserves
the right to set this acquisition aside for small businesses, 8(a)
firms, or HBCU/MIs based on the responses received. Firms responding
will be notified of the results of the capabilities assessments. This
synopsis is for planning purposes only and does not commit the
government to pay for the information requested, issue a solicitation,
or award a contract. No technical or solicitation documents exist now.
