The Internal Revenue Service intends to issue a SOLE-SOURCE purchase order under the Simplified Acquisition (SA) process to Professional Development Institute (PDI), University of Texas, Denton, Texas for computer training that was developed by PDI specifically for IRS. Computer training will include, but is not limited to, PC-DOS, PC-hardware including peripherals, general purpose utilities, troubleshooting, networking with WIN 95 and Windows NT, data communications, micro to mainframe connections, file upload and download, Procomm, Internet, accessing reomote databases, data conversion using Data Junction, Excel, keyboard and menu macros, use of functions, queries, sorts, file translation, use of spreadsheet auditors, access database language programming, interactive SQL, code, screen and report generators. Instructors shall be full-time college teachers possessing graduate degrees in computer science. Since PDI developed this computer training specifically for IRS, it is believed that PDI is the only contractor available to provide this training. Therefore, this procurement is a SOLE SOURCE and NO solicitation is available. Letters and telephone requests will not be accepted and are considered nonresponsive to this CBD announcement. However, contractors with this capability may submit a PROPOSAL with PRICING to be considered by the Government no later than 15 DAYS after the date of this announcement.
