July 29, 1996, the Procurement Executive of the U.S. Department of
State certified the Regional Procurement Support Computer Network
(FACNET) compliance, pursuant to Section 30A(a)(1) of the Office of the
Federal Procurement Policy Act as added by Section 9001 of the Federal
Acquisition Streamlining Act of 1994, as implemented in FAR 4.505-1.
No FACNET class exemptions have been made by the head of the
contracting activity. An approved FACNET/EDI is being used. The
structure and syntax required by ANSI X.12 are being met.
Implementation conventions have been compliance-tested by the
Compliance Test Facility, Columbus, OH. RPSO Bonn will use its
FACNET/EDI capability to accomplish 50% of total eligible purchases
between $2,500 and $100,000 from trading partners located in the U.S.
unless the contracting officer determines that it is not practicable or
cost effective, or the purchase falls within a class of purchases which
the head of the contracting activity may determine is not cost
effective or practicable via FACNET, or notice is not required pursuant
to FAR Subpart 5.2. Commencing July 29, 1996, all responses to
solicitations issued by RPSO Bonn through FACNET must be submitted
