The Health Resources and Services Administration requires services to assist the HRSA AIDS Program Office by conducting a study of the service needs of Hispanic women with HIV in Manhattan's Lower East Side. The Government intends to negotiate on a sole source basis, in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations, with the Betances Health Unit, Inc., Family Medical Practice, 280 Henry Street, New York, NY 10002. The Betances Health Unit, Inc. is deemed the only responsible source capable of providing the required work and services. A Justification for Other than Full and Open Competition is on file.
