OF PUBLIC WORKS, WORLDWIDE, ALEXANDRIA, VA SOL DACA31-96-R-0076 POC

703-805-2970 1. CONTRACT INFORMATION: Engineering services are required
for Roofing Management in support of Army facilities engineers, as
directed by U.S. Army Center for Public Works, Alexandria, VA,
Worldwide. Contract will be for a 12 month period with an option to
extend for an additional 12 month period. Cumulative total of all
delivery order may not exceed $750,000.00 and individual delivery
orders should exceed $150,000.00. Anticipated contract award date is
April 1997. Contract will be firm fixed price. Subcontracting Plan
Requirements: If the selected firms is a large business concern, a
subcontracting plan with the final fee proposal will be required,
consistent with Section 806(b) of PL 100-180, PL 95-507, and 99-661. A
minimum of 25% of the total planned subcontracting dollars shall
placed with small business concerns. At least 8 percent of total
planned subcontracting dollars shall be place with small disadvantaged
business (SDB), including Historically Black Colleges and Universities
or Minority Institutions, and 5% with Women-Owned Businesses (WOB).
This plan is not required with this submittal. 2. PROJECT INFORMATION:
Work may consist of specialized inspection and analysis of Built-up
and Single-Ply Membrane roofing systems. In addition the firm will
conduct technical inspections, investigations, obtain data, perform
studies, and furnish drawings, specifications, reports, cost estimates,
and other documents related to the roofing system investigations as
stated in the ''ROOFER'' program. The selected firm shall have the
capability to perform the following tasks: a) Develop inventory
worksheets; B) develop roof plans using a CADD system; c) Perform
comprehensive visual roof inspections; d) Perform core sampling and
analysis of roofing systems including insulation; e) Repair roof at
core sampling sites; f) Provide training to installation personnel; g)
Prepare final reports to include complete roof layouts showing
deficiencies noted, analysis of maintenance, repair, and replacement
requirements, cost estimates and economic analysis for all corrective
action needed, and a maintenance and repair ten year management
program. The firm selected shall have capabilities to provide civil and
roofing expertise. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit a SF 255 and SF 254. A SF 255 must be
submitted for prime and joint ventures. A SF 254 must be submitted for
prime, all firms involved in joint venture, and for each consultants.
Notwithstanding the statements to the contrary in General Note 24 and
Block 6 of the SF 255, only SF 254's submitted with the SF 255 will be
considered in the evaluation. In SF 255 Block 3b, provide the firm's
ACASS number. In SF 255, Block 6 provide ACASS number for each
consultant. For ACASS information, call 503-326-3459. The SF 255 and SF
254 shall clearly indicate the staffing of the office(s) indicated to
