Weaver (757) 728-3116 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, proposals
are being requested and a written solicitation will not be issued.
This notice is issued as a Request for Quote (RFQ) and will be awarded
as a purchase order using the simplified acquisition procedures. This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-41. The
Standard Industrial Classification Code is 7372 and the small business
size standard is $14.5 million. Offers shall be submitted with FOB
destination pricing. Contractor shall provide an encoder (computer
program software) which allows a coder to enter a diagnosis or
procedure and then be prompted to provide additional information from
a medical record, such as associated conditions, through a series of
choices displayed on the screen until a code is selected. Essential
features for the encoder include: (1) ability to purchase five initial
software user licenses; (2) software must be Windows NT environment to
be utilized on network; (3) software must include ICD-9 and CPT coding
books, DRG grouper and optimizer features; (4) on-line coders
reference library including Stedman's Medical Dictionary, PDR,
Laboratory Values Alert; (5) ''crosswalk'' mechanism, allowing user to
easily move from ICD-9 to CPT/HCPCS programs; (6) display screens
should be formatted to simulate code workbooks; (7) users must be able
to enter the system readily (user friendly); (8) users must be able to
access indexes by entering up to three keyterms, entering actual code
numbers or entering abbreviations or synonyms; (9) software program
must allow display of abbreviated description of codes as they are
entered or changed; (10) software program must alert coders to
alternate codes, additional required codes, automatic PRO review, etc
at the time of code selection to enhance accuracy; (11) users must be
able to build individualized coding ''alerts'' specific to the Medical
Center; (12) software program must identify coding inconsistencies and
inaccuracies; (13) users must be able to define required fields which
must contain entries; (14) software features must include automatic
resequencing of significant diagnoses and procedures, alternate DXLS
and DRG assignments to maximize reimbursement; (15) DRG ''pathway''
mechanism so coder can search record for matching documentation; (16)
automatic loading of correct grouper information; (17) automatic update
of new, revised codes, coding workshops (clinics); (18) customized
physician attestation statement; (19) ability to transfer data to
formats such as Lotus 1-2-3 or Excel utilizing ASCHII file layouts;
(20) must have capability to interface with DHCP for future growth;
(21) must have capability of adding additional software programs to
enhance future growth; (22) must include one year of updates and
maintenance; (23) maintenance contract must be available for future
use; (24) must include two days on-site training of users; (25) must
allow for archiving through offloading capabilities through standard
network backup procedures to diskettes; and (26) must provide a 1-800
support line for users questions. The following FAR clauses and
provisions apply to this RFQ and are incorporated by reference:

Representations and Certifications--Commercial Items; 52.212-4 Contract
Terms and Conditions--Commercial Items; 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders--Commercial Items. Vendors wishing to respond to RFQ 96-110
should provide a price quote on company letterhead for the requested
items showing unit prices, delivery schedule, prompt payment terms,
correct remittance address, and a completed copy of FAR Clause
52.212-3. A copy of FAR 52.212-3 will be provided on request.
Discussions will be held if necessary. Submit offers to Contracting
Officer (90C), VA Medical Center, Building 27, Room 108, Hampton, VA
23667 on or before September 25, 1996 at 4:00 p.m. local time. No oral
