Y -- KANSAS CITY, MO - PROCESSING AND DISTRIBUTION CENTER SOL 475450-96-A-0186 DUE 093096 POC Robert Fraga, Architect-Engineer, 202/268-6286 This is to advise interested contractors that this office will be prequalifying contractors for construction/renovations of an existing facility, Kansas City, Missouri. The selection, award, and construction will be accomplished in the following phases: Phase 1 - The Prequalification Package will be evaluated and a list of the most highly qualified firms established by October 2,1996. Minimum experience to be considered for selection is as follows: (1) Ten(10) years experience as either a construction contractor or design/build entity. (2) Two(2) comparable projects either on-going or completed within the past five(5) years. One of which will be a major building renovation. Comparable projects are defined as either renovations/construction, renovations only, or construction only of an existing or new industrial, manufacturing or institutional building having a minimum size of 400,000 square feet and/or a minimum cost of $25 million. (3) For the combination of comparable projects and other projects the following criteria must be met: (a) A total of three(3) cost reimbursable construction and/or design/build projects one of which must be a comparable project (b) a total of three(3) projects involving the supervision of the fabrication and installation of material handling or processing machinery systems by subcontractor(s), one of which must be a comparable project. (4) Designated material handling subcontractor(s) must have either on-going or complete a minimum of three(3) projects involving the fabrication and installation of systems costing $4 million or more Phase 2 - The most highly qualified firms will be furnished Concept (30%) Design prepared by Postal Service s architect-engineer and requested to submit a budgetary type cost estimate. Timely submission of the budgetary type cost estimate is necessary for continued consideration of the firm. Issue date October 3, 1996, with a return date of October 24, 1996. In addition, by no later than October 15, 1996, firms should furnish a list of recommended value engineering and/or constructability items. Phase 3 - The prequalified firms will receive solicitation with Intermediate (60-70%) construction drawings with a request for submission of a guaranteed maximum price and project specific management plan. Solicitation issue date is tentatively set for February 15, 1997, with a return date of April 1, 1997. It is anticipated that oral presentations, by offerors, will be required prior to award of the contract. Phase 4 - Contract award is anticipated to be May 1, 1997, with a total construction completion time of 455 calendar days from Notice to Proceed. Notice to Proceed will not be issued until final plans and specifications prepared by Postal Service s architect-engineer have been approved. Date for final approval anticipated to be May 15, 1997. Successful offeror will be requested to assist in review of final plans and specifications. The estimated cost range is between $30 and $40 million dollars for renovations and $7 to $9 million for the bulk mail system. The prequalification statement must be returned to Major Facilities Purchasing, Attn: Robert Fraga, Room 4800, 475 L Enfant Plaza, SW, Washington, DC 20260-6211 and received not later than September 30, 1996. When requesting the prequalification statement, be sure and reference the subject solicitation number.
