synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
solicitation only; bids are being requested and a written solicitation
will not be issued. The Solicitation No. 45-3K47-96 is issued as a
invitation for bids and incorporates provisions and clauses that are in
effect through Federal Acquisition Circular 90-39. The standard
industrial classification code is 3612, with a small business standard
of 500 employees. This acquisition will be procured under a small
business set-aside. Delivery is required within 120 days upon receipt
of NTP. Delivery is F.O.B Destination to the U.S. Department of
Agriculture, Building 426, BARC-East, Beltsville, Maryland.
Interested/qualified sources must respond by September 24, 1996 at 2:00
p.m. Responses shall include literature, brochures and other such
information corresponding to the required items which demonstrates the
capabilities of the transformer. The following FAR clauses and
provisions apply: FAR 52.212-1, Instruction to Offerors - Commercial
items; FAR 52.212-3, Offeror Representatives and Certifications -
Commercial items. The following FAR clauses in paragraph (b) of FAR
52.212-5, contract terms & conditions - required to implement statues
or executive orders - commercial items, will apply to the resultant
contract: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and
52.225-19. All offerors must include a completed copy of FAR 52.212-3
with their response. Because this a commercial item, FAR 5.203(b) will
be used in establishing the solicitation response time. Transformer
specifications: Three-Phase Pad-Mounted Transformer Dead-Front. ANSI
C57.12.26 and ANSI C57.12.28 with separate high and low-voltage
compartments, primary switching fuses and accessories. Compartments:
Divide high-and low-voltage compartments into sections with steel
isolating barriers extending the full height and depth of the
compartment. Compartment doors: hinged lift-off type with stop in open
position and three-point latching. High Voltage: High voltage
compartment shall contain the incoming line, insulated high-voltage
load break connectors, six high-voltage bushing wells with inserts
configured for radial feed application, connector parking stands with
insulated standoff bushings, protective caps, dead-front surge
arresters, feedthrough inserts, load-break switch handle, access to
dry-well fuse canisters, oil-immersed fuses, tap changer and ground
pad. (a) Insulated high-voltage load-break connectors: IEEE 386, rated
95 kV BIL, 15 kV for operation on a 13.2 kV system. Current rating:
200 amperes rms continuous. Short time rating: 10,000 amperes rms
symmetrical for a time duration of 0.17 seconds. Connectors and inserts
shall be the product of a single manufacturer. Connector shall have a
steel reinforced hook-stick eye, grounding eye, test point and
arc-quenching contact material. Provide stainless steel holddown bail
assembly (b) Load-break switch: Radial-feed oil-immersed type rated at
15 KV, 95 KVBIL, with a continuous current rating and load-break
rating of 200 amperes and a make-and-latch rating of 10,000 RMS ampers
symmetrical. Locate the switch handle in the high-voltage compartment
(c) Current-limiting fuses dry-well mount: ANSI C37.47. Provide fuses
in air-insulated oil-sealed, dead-front, non-load-break dry well fuse
canisters and on the load side of the load-break switch. Interlock
fuse canisters with the load-break switch so that the fuses may be
removed only when the switch is in the ''Off'' position. The fuses
shall remove the transformer from service in case of an internal fault.
Size fuses to approximately 150 percent of the transformer rating and
adequately coordinate with the low voltage breakers in the Main
Distribution Panel so that the low-voltage breakers clear any
downstream low-voltage fault or overload before the high-voltage fuses
begin to melt. The fuses shall have an interrupting rating of 50,000
rms amperes symmetrical at the system voltage specified. Asymmetrical
multiplying factor is 1.5. Furnish a spare fuse for each fuse provided
(d) Surge arresters: ANSI/IEEE C62.11, rated 10 kV, fully shielded,
dead-front, elbow type suitable for plugging into inserts. Provide
three arresters for radial feed circuits (e) Bushing Well Inserts: IEEE
386, 200 Amp., 15 kV Class. Provide an insert for each bushing well (f)
Protective Caps: IEE 386, 200 Amp., 15 kV Class. Provide insulated
protective caps (not shipping caps) for insulating and sealing out
moisture from unused bushing inserts and insulated standoff bushings
and (g) Parking stands: Provide a parking stand near each bushing well.
Provide insulated standoff bushing for parking of energized loadbreak
connectors on parking stands. Low Voltage: Low-voltage compartment
shall contain gages, valves, thermometers, drains cable lugs,
low-voltage bushings, pressure relief valve, filling provisions,
stainless steel transformer nameplate and ground pad. Transformer:
Less-flammable liquid-insulated, two winding, 60 hertz, 65 degrees C
rise above a 30 degrees C average ambient, self-cooled type.
Transformer shall be rated as shown, 95 kV BIL, high voltage of 13.2 Kv
wye primary, with four 2 1/2 percent full capacity taps, two above and
two below rated primary voltage. Secondary voltage shall be 208Y/120
volts. Minimum tested impedance shall not be less than 3.5 percent. Tap
changer shall be externally operated, manual type for changing tap
setting when the transformer is de-energized. Transformer shall include
the following accessories: drain and sampler valve; filler connection;
liquid level gage; grounding pads; top filter press connection;
lifting lugs; provisions for jacking under base; diagrammatic
nameplate; pressure relief valve; pressure-vacuum gage and dial type
thermometer with maximum temperature indicator. The transformer base
construction shall be of the fabricated type and suitable for using
rollers or skidding in any direction. Provide transformer top with an
access handhoe. Transformer shall have its kVA rating conspicuously
displayed on its enclosure. The transformer shall have an insulated
low-voltage neutral bushing with lugs for ground cable, and with
removable ground strap. Metering: Shall consist of a socket-mounted
outdoor watthour meter surface mounted flush against the side of the
low-voltage compartment (a) Meter: ANSI C12.10. Provide one watthour
meter coordinated to the ratios of the current transformers and
transformer secondary voltage. Meter shall be Class 20, Form 9S,
suitable for 208Y/120-volt, three-phase, four- wire system with three
current transformers. Meter shall meet Class II finish requirements.
Meter cover shall be polycarbonate and the entire meter and socket
assembly shall be lockable to protect against tampering and
unauthorized meter removal. Provide watthour meter with not less than
four pointer-type kilowatt-hour registers and mechanical demand
register. Demand register shall be Scale Class 6 and shall be sweep
pointer indicating type, with a 15-minute interval conforming to ANSI
C12.4. Meter accuracy shall be within plus or minus one percent.
Provide correct multiplier on face of meter (b) Meter fusing: Provide
a fuse block mounted in the secondary compartment containing one fuse
per phase to protect the voltage input to the watthour meter. Size
fuses as recommended by the meter manufacturer (c) Socket: ANSI C12.7.
Provide NEMA type 3R, box-mounted socket having automatic
circuit-closing bypass and having jaws compatible with the requirements
of the meter. Cover unused hub openings with blank hub plates. Paint
box Munsell 7GY3.25/1.5 green to match the pad-mounted transformer to
which the box-mounted socket is attached. The Munsell color notation is
specified in ASTM D 1535 and (d) Current transformers: ANSI/IEEE
C57.13. Provide three current transformers with a metering accuracy
Class of 0.3 through 2.0, with a minimum RF of 1.33 at 30 degrees C,
with 600-volt insulation, and 10 kV SIL. Size current transformers as
indicated. Provide butyl-molded window type current transformers
mounted on the low-voltage bushings or on a suitable bracket in the
low-voltage compartment positioned to allow power transformer secondary
cables to connect through the current transformers to the power
transformer secondary bushings. Route current transformer leads in a
location as remote as possible from the power transformer secondary
cables to permit current measurements to be taken with
hook-on-ammeters. Corrosion Protection: Bases and cabinets of
transformers shall be corrosion resistant and shall be fabricated of
stainless steel conforming to ASTM A 167, Type 302 or 304. Form
cabinets of stainless steel sheets no less than No. 13 U.S. gage. Paint
bases, cabinets and tanks Munsell 7GY3.29/1.5 green. The Munsell color
notation is specified in ASTM D 1535. Insulating Liquid: Do not
provide nonflammable transformer liquids including askarel and
insulating liquids containing polychlorinated biphenyls (PCB's) and
tetrachloroethylene (perchloroethylene), chlorine compounds and
halogenated compounds. Less-flammable transformer liquids: NFPA 70 and
FM P7825 for less-flammable liquids having a fire point not less than
300 degrees C tested per ASTM D 92 and a dielectric strength not less
than 33 kV tested per ASTM D 877. Less-flammable transformer liquids
used as a switching medium for oil-immersed type load-break switches
shall have load-switching tests performed in accordance with ANSI/IEEE
C37.71. Fire point and dielectric strength shall not decrease below
specified values after 120 energized load-switching operations,
including full inductive load switching at currents up to 300A at 15
kV. Compatibility of less-flammable transformer liquids with seals and
gasketing materials in oil-immersed type load-break switches shall be
determined by tests conducted in accordance with ASTM D 3455. Test
results shall show no evidence of shrinkage, swelling or absorption
