J -- HARDWARE MAINTENANCE SERVICES FOR THE AUTOMATIC DIGITAL WEATHER SWITCH (ADWS)/COMMUNICATIONS FRONT-END PROCESSOR (CFEP) PART 2 OF 2. The Offeror shall detail their technical approach to providing RM as well as satisfying the objectives of the solicitation as they relate to the RM requirements. The Offeror shall demonstrate their ability to provide diagnostics and their approach to using the diagnostics in satisfying the overall maintenance requirements. The Offeror shall list all diagnostic tools including special test equipment, tools, gauges and software to be used in satisfying the maintenance requirements. The Offeror shall provide evidence that they possess or will obtain the latest version of the diagnostic software used in supporting the ADWS/CFEP. The Offeror shall list all diagnostic tools they have on hand which will be used to support the maintenance requirements and whether they shall have them available for inspection by Government personnel, if requested. The Offeror shall detail their approach to providing PM and shall discuss their ability to establish and adhere to PM schedules. The Offeror shall detail all required elements that must be supplied in order to implement their proposed solution for providing RM and PM hardware maintenance services. The Offeror shall provide evidence of their ability to mitigate and manage unusual maintenance situations that may arise throughout the term of the contract. the Offeror shall describe any contingency plans that may be implemented to ensure ADWS/CFEP systems that require maintenance are serviced within the time frames specified in this solicitation. The Offeror shall discuss their approach to providing a spare/replacement part inventory and how thay will utilize the inventory throughout the term of a resultant contract. The Offeror shall provide a list of their proposed replacement/spare parts inventory and discuss their rationale for their proposed replacement/spare parts inventory and demonstrate how it will satisfy the requirements of this solicitation. The Offeror shall discuss their ability to perform an inspection inventory review and their approach to satisfy the inventory inspection requirements. The Offeror shall detail their approach for documenting the inventory review. The Offeror shall identify any Government action that may be required in order to satisfy their technical approach to meeting this objective. The Offeror shall demonstrate their ability to provide RM and PM within the response times specified in this solicitation. The Offeror shall provide confirmation of their understanding and application of the effectiveness level and response time credits. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition with the following specific evaluation criteria to be included in paragraph (a): In evaluating thr Management/Technical proposal, the Government will use the following criteria: (1) compliance with the requirements of the solicitation; (2) soundness of approach in meeting the requirements of the solicitation; (3) understanding of the requirements as stated in the solicitation; (4) and personnel qualifications. The Offerors response shall be evaluated on the manner in which the Offeror demonstrates their ability to manage resources wherein the Government, maximizes its investment and accomplishes those specific tasks as outlined in this solicitation, their general understanding of ADWS/CFEP maintenance and OEM specifications, as well as the diagnostic tools/software required to support the maintenance activities, and how these requirements and tools impact ADWS/CFEP operations. The evaluatuon will be based on how well the Offeror domonstrates their understanding of the process of establishing routine maintenance schedules, implementing quality control to cover all services for equipment to be maintained, and the degree to which they can maintain the broad equipment required to support the ADWS/CFEP mission. Offerors responses shall be evaluated on understanding of the (OEM's) maintenance specifications, preventive maintenance schedules, diagnostic tools abailable to resolve equippment malfunctions, an understanding of other management considerations such as resources and quality control concepts and, overall practicality of the response. The qualifications of the proposed personnel shall be evaluated for currency, depth of experience, professional credentials and the relationship of knowledge and experience to the requirements of the solicitation. Consideration shall be given to the Offeror;s concept of meeting short-term, unique discipline needs. Failure to submit resumes and demonstrate that proposed personnel meet or exceed all specific experience requirements and have committed themselves to be available may result in an unacceptable rating. It is recommenmded that information be included which demonstrates that the services offered neet all the requirements identified in this combined synopsis/solicitation. Information which merely offers to furnish services in accordance with the requirements of the Government or does not address a requirement contained herein will be evaluated based on this information or lack of information. Offerors are cautioned to submit proposals on the most favorable basis, since the Government may elect to make an award without further discussions or negotiations. The Government will also evaluate the quality of the Offeror's past performance. This evaluation is separate and distinct from the Management/Technical evaluation and the Contracting Officer's responsibility determination. The assessment of the Offeror's past performance will be used as a means of evaluating the relative capability of the Offeror and other competitors to succesfully meet the requirements of the solicitation. The Offeror shall describe past performance on related or similar contracts held within the last 5 years which are similar in scope, magnitude, and complexity to that which is detailed in the solicitation. Offerors who describe similar contracts shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation. The Government will consider Termination for Default, delinquencies, failure to comply with specifications and/or SOW requirements, cost overruns, amount of rework and any other information which reflects the overall quality of an Offeror's past performance. Offeror shall provide the following information regarding past performance: Contract number(s), name and reference point of contact at federal, state, local Government or commercial entity for which the contract was performed, dollar value of contract, detailed description of work performed, names of subcontractor(s) used, if any, and a description of the extent of work performed by subcontractor(s), and the number, type and severity of any quality, delivery or cost problems in performing the contract, the corrective action taken and the effectiveness of the corrective action. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside the Government. Offerors lacking relevant past performance history will receive a neutral rating for past performance. Offerors must provide the information requested above for past performance evaluation or affirmatively state that thy possess no relevant related or similar past performance. Offeror's failing to provide the past performance information or to assert that it has no relevant related or similar past performance will be considered ineligible for award. Award will be made to the eligible, responsible Offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, price and past performance considered. The evaluation will consider past performance equal in importance to Management/Technical and price. The Government reserves the right to awaed the contract to other than the lowest priced Offeror. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial items, applies to this axquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and includes the following FAR clauses: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.232-18, Availability of Funds. The following Defense FAR Supplement (DFAR) provisions and clauses apply to this solicitation are incorporated by reference DFAR 252.212-7001 Contract Terms and Conditions Required To Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items: The following clauses referenced under paragraph (b) of this clause apply: 252.225-7001, Buy American Act and Balance of Payments Program. As a minimum, Offerors should provide an original and four copies of the Management/Technical proposal and the past performance information. A price proposal on letterhead or a SF1449 for the requested items w/unit price, extended price, prompt payment terms, remittance address, and copies of FAR 52.212-3.
