synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acauisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This notice constitutes the only solicitation. Bids are being requested
and written solicitations will not be used. This solicitation is issued
as Invitation for Bid 117-0513, for the Federal Detention Center,
Milan, Michigan. The solicitation document and incorporated provisions
are those in effect through Federal Acquisition FAC-40. This
solicitation is 100% set aside for small business. It is advertised as
full and open competition with a Standard Industrial Classification
Code (SIC) of 3499 and a size standard of 500 employees. LINE ITEM ONE:
Modify 130 12-gauge security doors to accept Folger Adams #82-6 locks.
STATEMENT OF WORK: The contractor will modify 130 12-gauge security
doors to accept Folger Adams #82-6 locks. This work will include
fabrication and welding of cover plate blanks on each door to replace
existing receiver hardware. Contractor will also be responsible for
cutting, drilling and tapping for the installation of the new locking
devices. Contractor will reinforce the perimeter of cut out to receive
lock. Lock pockets are to be installed 39 1/2 inches from the bottom
of the door to the center of the locking device. All doors are to be
returned with prime paint touch-up in areas of new work. Lock cover
plate and bolt will be supplied by the Security Officer. Due to
existing conditions, only three doors will be removed at a time, to be
picked up by the contractor. Upon completion, doors will be delivered
to the Institution and the next three doors will be removed. PERIOD OF
PERFORMANCE: 90 days from date of Notice to Proceed. NOTE: The Notice
to Proceed will not issued until reciept of locking devices from Folger
Adams. The normal hours of operation for the Institution are from 7:30
a.m. and 3:00 p.m., Monday through Friday. Clauses: FAR Clause
52.212-1,: ''Instructions to Offerors-Commercial,'' is herebyincluded
by reference. The following are addenda to FAR Clause 52.212-1: (1) At
paragraph (c), ''Period for Acceptance of Offers,'' the amount of time
a bidder must hold its prices firm is hereby changed. A bidder must
hold the prices firm for 60 calendar days from the date specified for
receipt of bids. (2) Paragraph (e), ''Multiple Offers,'' has been
determined by the Contracting Officer to be non-applicable to this
solicitation and is hereby removed in its entirety for the purpose of
this requirement. (3) Evaluation Factors for Award: Bidders are advised
that bids shall be evaluated without discussions. Award will be made to
the responsible bidder whose bid is responsive to the items of the IFB
and is most advantageous tot he Government, considering price and
price-related factors, if any, as specified in the solicitation. (4)
Business References: In order to assist the Contracting Officer in
making a responsibility determination about a prospective contractor,
in accordance with FAR Subpart 9.104-1, it is required that each bidder
provide information on a reasonable number of recent and relevant
contracts for the same or similar items, as well as the bidder's
primary financial institution (to include contractor numbers, points of
contact, telephone numbers and any other relevant information). FAR
Provision 52.212-3, ''Offeror Representations and Certification -
Commercial Items,'' shall be completed and submitted with the bid. FAR
Clause 52.212-4, ''Contract Terms and Conditions - Commercial Items,''
hereby applies to this acquisition. the following are addenda to FAR
Clause 52.212-4: (1) The following clauses are hereby incorporated in
full text: FAR 52.204-1, ''Approval of Contract,'' This contract is
subject to the written approval of the Mid-Atlantic Reginal Contracting
Office, and shall not be binding until so approved; FAR 52.216-1,
''Type of Contract,'' The Government contemplates award of a firm-fixed
price contract resulting from this solicitation. The following terms
and conditions are hereby incorporated. SECURITY REQUIREMENTS: The
contractor agrees to adhere to all regulations prescribed by the
Institution for safety, custody and conduct of inmates. FAR 52.212-5,
''Contract Terms and Conditions Required to Implement Statutes or
Executive Orders - Commercial Items,'' hereby applies to this
acquisition. In accordance with FAR 52.212-5, the following clauses are
hereby incorporated by reverence: 52.203-6, Restriction on
Subcontractor Sales to the Government, Alternate I; 52.219-8,
Utilization of Small Business Concerns and Small Disadvantaged Business
Concerns; 52.222-35, Affirmative Action for Special Disabled Veterans
and Vietnam Era Veterans; 52.222-36, Affirmative Actions for
Handicapped Workers; 52.222-37, Employment Reports on Special Disabled
Veterans and Veterans of the Vietnam Era; 52.225-18, European
Community Sanctions for End Products. DUE DATE: Bids are due to the
