The software license agreement is for unlimited user access and telephone support at various DoD activities. The software must be a fully compatible Microsoft (MS) Windows application which provides a detailed cost estimating system capable of fully integrating the multiple databases, decision trees and cost models used by the Department of Defense in the development and management of the cost to complete all phases of its environmental cleanup program. The cost to complete requires the integration of detailed site information with computerized decision tress and cost models to develop optimum treatment trains, projected costs and schedules for the cleanup of both environmental restoration and compliance sites at military installations. It should allow users to develop new models and decision trees or modify existing ones and to link these new models to site information databases. By its ability to interact seamlessly with other Microsoft Windows applications such as Microsoft Access and Microsoft Project, users should be able to input site characteristics into a MS Access database form which is automatically passed through decision trees, treatment trains and cost models which select and estimate the cost of the most appropriate method of treatment and through MS Project to generate a project and program wide schedule. It must have the ability to fully integrate parametric models for facility construction and environmental restoration and compliance with detail line item cost estimating. The license will allow these DoD agencies to provide limited, temporary SUCCESS license to DoD contractors for use on designated DoD projects.
