DAAD05) This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. DAAD05-96-R-0066 is issued
as a Request for Proposal. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-39. The U. S. Army Garrison, Aberdeen Proving Ground,
Directorate of Contracting, Aberdeen Proving Ground, MD 21005-5001 has
a requirement for the purchase of 4 each Mini-Chemical Agent Monitors
(Minicams). Minicams shall include GC module with halogen selective
detector, solid sorbent sampling, a single-channel electrometer, a
sample pump, compressed-gas regulators, an internal controller (with
connectors for serial and parallel communications and a disk drive),
cables, manual, and a small stock of expendable supplies for HD
monitoring. Included in the Minicams are the following components: (1)
Stream Selection system, 12 port with 3 foot heated transfer line (4
each); (2) MINI-LINK data acquisition system, remote operation and
multi-point calibration system including notebook computer, computer,
proprietary software, and 10 foot cable (4 each). Delivery shall be 30
days ARO, F.O.B. Destination. The Standard Industrial Classification
Code (SIC) that applies is 3699 with a small business size standard of
750. The provision at 52.212-1, Instructions to Offerors-Commercial,
applies to this acquisition. Award of this solicitation shall be made
to the low priced technically acceptable offeror. In order to be
considered acceptable, the offeror must meet the requirements set forth
above. A written notice of award or acceptance of an offer, mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. All offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes Or Executive Orders-Commercial Items,
