combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, a quote is being requested from NIDA
Corporation and a written solicitation will not be issued. Solicitation
number N00140-96-Q-3598 is issued as a Request for Quotation. The
solicitation document and Incorporated provisions and clauses are those
in effect through FAC 90-39. A list of contract line item numbers,
items, part numbers, and quantities are as follows: CLIN 0001 ITEM:
Military Master CAI Masters, P/N: 91900001, QTY: 1 ea. CLIN 0002 ITEM:
SAM IV Authoring System, P/N: 95500001, QTY: 1 ea. CLIN 0003 ITEM:
Digital Card Set, P/N: 99901404, QTY 16 ea. CLIN 0004 ITEM: Model 1400A
Card Set, P/N: 999A1400, QTY: 28 ea. CLIN 0005 ITEM: NIDA 130A Test
Console, P/N: 99920130, QTY: 56 ea. The military CAI Masters are
computer generated lessons in all of the listed areas for students in
our NFAS LRC LABS in ET''A''. They can further be used with the NIDA
130 and 130A trainers in our EM''A'' School. The SAM IV authoring
system is used for the modification and revision of various existing
programs as necessary. This program is fully compatible with our
existing system as well as new CAI Masters. The Digital Experiment card
set provides the hardware topics to teach the digital/microprocessor
portion of the D/MP portion of our ET''A'' School curriculum. The Model
1400A Card Set is a unique set consisting of circuit cards for both
electronic fundamentals as well as digital application. Their
application is specifically in support of the fundamental portion of
our EM ''A'' School. The 1400A card set will be used in conjunction
with the NIDA 130A Trainers in the NFAS Learning Center Resource (NFAS
LRC LAB). The NIDA 130A test console provides the student with a
pre-wired AC/DC power supply system, an input-output system and
in-circuit faulting system. Delivery shall be made FOB Destination to
the Receiving Officer, N65928, Naval Training Center, 3101 Gulfport
St., Bldg 1060, Orlando, FL 32813. Mark For: Receiving Officer, N0617A,
Naval Nuclear Power Training Command, 1101 Rickover Place, Orlando, FL
32813. Delivery is required within 30 days after contract award.
Acceptance shall be made at destination. FAR 52.212-1, Instructions to
Offerors-Commercial Items, is incorporated by reference and applies to
this acquisition. Offerors shall include a completed copy of the
provisions at FAR 52.212-3 Offeror Representations and
Certifications-Commercial Items, with its quotation. FAR 52.212-4,
Contract Terms and Conditions-Commercial Items, is incorporated by
reference and applies to this acquisition and resulting contract. FAR
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items is incorporated by reference and
is applicable along with the following additional FAR clauses cited in
the clause: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.225-18. DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes Applicable to Defense
Acquisitions of Commercial Items, is incorporated by reference and is
applicable along with the following additional DFARS clauses cited in
the clause: 252.225-7001, 252.225-7012, 252.225-7036, 252.233-7000.
Offerors shall include a completed copy of the provisions at DFAR
252.212-7000, Offeror Representations and Certifications-Commercial
Items. The proposed contract action is for supplies for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within fifteen days after publication of this
synopsis/solicitation will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Quotation is due no later than 4:00 P.M.(local time,
