This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. DAAD05-96-R-0065 is hereby issued as an Request for Proposal.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-39. The U. S.
Army Garrison, Aberdeen Proving Ground, Directorate of Contracting,
Aberdeen Proving Ground, MD 21005-5001 has a requirement for the
purchase of Motorola Mobile Radios UHF (406-420), Model W9, Digital
Model#T99DX, with the following options: UHF 110Watts 406-420 Mhz
PN#153W; Astro CAI Operation PN#G806; Smart Zone System PN#G51; Add
Multi Key Operation PN#W964; Project 25 Encryption PN#Q274, 100 each to
UPGRADE existing Government owned Motorola Automatic Multiple Site
Select Trunked Radio System from analog to digital technology. Desired
delivery is 90 days ARO, F.O.B. Destination. Contractor is to specify
their best delivery time ARO. Negotiations shall be conducted with
Motorola, 7230 Parkway Drive, Hanover, MD 21076 on sole source basis.
The Standard Industrial Classification Code (SIC) that applies is 3663
with a small business size standard of 1,000. The award of this
solicitation shall be made to the low priced technically acceptable
offeror. Technical cabability shall be evaluated by how well the
proposed upgrade product meets the Governments requirement, and product
literature is required. In order to be considered acceptable, the
offeror must meet the requirement set forth above. A written notice of
award or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either party. Offeror is required to supply a current price list, with
its offer. The following provisions and clauses apply to this

applies to any resulting contract. Offers are due at the U.S. Army
Garrison, Aberdeen Proving Ground, Directorate of Contracting, Building
4118 Room 130, ATTN: STEAP-PR-CT, Aberdeen Proving Ground, Maryland
21005-5001 by 4:00 PM Eastern Standard Daylight Savings Time on 17
September 1996. Date shall be used as the basis for submitting an
offer. All responsible sources may submit an offer which shall be
