synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This is a request for quotation (RFQ) number
DTCG80-96-0-3FA916. This solicitation document will incorporate
provisions and clauses that are in effect through Federal Acquisition
Circular 90-39. The standard industrial classification code is 20 and
the size standard is 500 employees. The following is the description
for the listed item. 1. One Woodward Governor PGA-TL (Alco Engines)
P/N: 8558-657 Note: Only known source for this item is Gerhardt's Inc.
which is a authorized central distributor of Woodward. With the
following requirements: Governor Speed: 1100 RPM at 1025 RPM engine
speed, Ballhead: 0.3 spring & oil damped, Frequency: 100 CPM, Shutdown:
24 VDC, Solenoid type: Energized to SD w/o Latch, Speed Droop: Yes,
Speed setting type: .12 SQ. IN. Bellows direct, Governor Pressure PSI:
100, Oil gage location: Right, Drain cock location: Right, Rotation:

and wrapped for protection against deterioration for a period of three
years. Packing must provide adequate protection to the governor during
multiple shipments. Mark the container in legible black print in
accordance with Bar Coding for U.S. Coast Guard Engineering Logistics
Center specification number 4330-D-000-100 with all letters and numbers
at least one half (1/2) inch high with the following information: 1)

CONDITION ``A'' QTY 001 U/I EA. 3. Delivery of Governor prior to
January 24, 1997. Destination for Delivery: Commanding Officer, USCG
Supply Center, Warehouse Annex, 6751 Alexander Bell Drive, Columbia, MD
21046-2102. The following FAR provision 52.212-1 Instructions to
Offerors-Commercial Items (Oct 1995) apply to this solicitation.
Submission of Offers. Submit signed and dated offers to the office
specified in this solicitation at or before the exact time specified in
this solicitation. Offers may be submitted on the SF 1449, or
letterhead stationery. As a minimum, offers must show (1) The
solicitation number. (2) The time specified in the solicitation for
receipt of offers. (3) The name, address, and telephone number of the
offeror. (4) A technical description of the items being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation. This may include product literature, or other documents,
if necessary. (5) Terms of any express warranty (6) Price and any
discount terms (7) ``Remit to'' address, if different than mailing
address (8) A completed copy of the representations and certifications
at FAR 52.212-3. (9) Acknowledgment of Solicitation Amendments (10) If
the offer is not submitted on the SF1449, include a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in this solicitation. Offers that fail to furnish
required representations or information, or reflect the terms and
conditions of the solicitation may be excluded from consideration. The
offeror agrees to hold the prices in its offer firm for 30 calendar
days from the date specified for receipt of offers, unless another time
period is specified in an addendum to the solicitation. Offers or
modifications of offers received at the address specified for the
receipt of offers after the exact time specified for receipt of offers
will not be considered. The Government intends to evaluate offers and
award a contract without discussions with offerors. Therefore, the
offeror's initial offer should contain the offeror's best terms from a
price and technical standpoint. However, the Government may reject any
or all offers if such action is in the public interest; accept other
than the lowest offer; and waive informalities and minor irregularities
in offers received. The Index of Federal Specifications, Standards and
Commercial Item Descriptions and the documents listed in it may be
obtained from the General Services Administration, Federal Supply

52.212-2 Evaluation-Commercial Items. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
