and a full version of this document will be faxed to you. The Naval Air
Warfare Center Aircraft Division (NAWCAD) intends to procure
Engineering and Technical Services (ETS) in support of various
Department of Defense (DoD) components, primarily composed of Navy
SYSCOMS such as Naval Space and Warfare Systems Command (SPAWAR) and
the Naval Sea Systems Command (NAVSEA). The required ETS are to provide
NAWCAD's Shipboard Communications Branch (Code 4.5.8.3) with technical
and engineering support needed to meet it's various program
responsibilities, which include AEGIS and other class shipbuilder
programs. It is anticipated that the solicitation will be issued on an
unrestricted, full and open competitive basis. Furthermore, the
procurement will be conducted on a ''best value'' basis requiring the
submission of cost/price, technical, and past performance proposals.
The technical proposal, with consideration to past performance, will be
more important in the overall evaluation base than the price proposal
and will address the following factors: technical approach, management
approach, and personnel qualifications. The contract will have a basic
ordering/performance period of 12 months with four (4) one-year
options. The estimated number of hours for the basic contract is
66,920. The estimated hours for options years one through four,
respectively, are as follows: Opt I=91,776, Opt II=108,984, Opt
III=118,544, Opt IV=139,576. The contemplated contract type is a cost
plus fixed fee (CPFF), level of effort (LOE)/term type contract. This
action is not considered to be a follow-on to an existing contract but
does, however, contain portions of Statements of Work from two prior
contracts: (1) N00140-94-C-BD34 with ManTech and (2) N00421-93-D-CD20
with EMA. All responsible sources may submit a proposal which shall be
considered by the agency in response to this solicitation. The request
for proposals will be issued on or about 01 Oct 1996. A pre-proposal
conference will be held and the time and date will be set in the RFP.
