Officer, (202) 418-5176. This is a sources sought synopsis for
potential sources capable of providing supplies and services necessary
to implement and maintain an electronic document filing, processing
and tracking system. The Commodity Futures Trading Commission (CFTC /
Commision) intends to implement a system for the electronic
transmission and processing of documents and data required to be filed
with the CFTC by the futures market participants/registrants it
regulates. The Commission is seeking to identify sources capable of
providing the following system and support services: (1) Capability to
accept, log and route incoming electronically filed documents/data
according to multiple attributes, including document type, rule
provision pursuant to which filing is made, and intended recipient; (2)
Relational capability using registrant-provided inputs to connect to
other data bases; (3) Capability to allocate and assign incoming
filings to appropriate staff members while enabling managers to monitor
and control queuing of documents; (4) Capability to electronically
transmit staff comments back to registrants, subject to managers'
monitoring and/or screening; (5) Capability to log and control all
incoming and outgoing correspondence using multiple criteria, including
registrant name and subject filing; (6) Capability to implement
encryption or other security measures for incoming and outgoing
correspondence; (7) Capability to generate periodic (at least weekly)
management report for productivity assessment; and (8) Support of the
above-described system. The proposed system must be developed for or be
capable of being modified to run from a CFTC-approved Internet site.
Sources capable of providing the system and support services described
above are requested to submit two copies of a capability statement
wherein documentation clearly and completely describes the system and
system support that meets the Commission's requirements, to include:
System components, individual component and system features,
capabilities, characteristics, and technical data; the system's past
use; the Company's qualifications, past experience and verifiable
references; and system support requirements and the Company's support
capabilities. Proprietary data submitted in response to this synopsis,
when so designated, will be protected. However, the CFTC may
incorporate any other data or information submitted into any future
solicitation that may be developed for the competitive acquisition of
the above described system and system support. This is not a request
for proposal. The Government does not intend to pay for any information
submitted in response to this synopsis. Acknowledgement of receipt will
not be made nor will telephone inquiries be honored. If a solicitation
is developed for acquisition of the above described system and system
support, a pre-solicitation synopsis will be published. All persons
responding to this synopsis will be placed on the solicitation mailing
